By saying 'quitting' do you mean ceding such a province either in a peace settlement or via creating a vassal?

Yes by doing this your stability cost should decrease.
But remember moving your domestic policy sliders can also affect stability cost. (narrowmindedness -v- innovativeness & free subjects -v- serfdom)

Read the Economy FAQ. It explains very much of the game. IMO everyone should read it and learn from it. There you would see that non-state culture doesn't increase stability costs, non-state religion does. For example, Christians pay 4x the stabiltiy costs for non-Christian province, compared to provinces with their own religion.

Your stability cost is calculated like this: Every province you own adds to the base stability cost. How much is only affected by what is the province religion compared to your state religion. Same religion gives low cost, different religion gives high cost. Your state religion then gives either a bonus or a malus to this base cost. Colonies and TPs also contribute to the stab cost, but at a lesser extent. You sum up all of your provinces base stab cost and it is modified by various factors. Inflation is one, also DP sliders (innovative, serfdom) play a role. If you have a lot of BB, then it will increase your stab cost. Having FAAs also modify the stab cost somewhat.

So gaining a province always boosts your stab cost and loosing a province lowers that.

Which is why rich provinces are so valueable. Two low income provinces cost douple of one high income province, even if they do earn as much as the rich one.
