For those cases when you know someone has committed murder, or you need a cause to imprison them w/o tyranny, an action by your chancellor and/or spymaster to fabricate a plot so you can do so.

Also, when Albert is plotting to murder Bernard, and Albert gets arrested, Bernard really ought to have an opinion malus against Albert, at least if Bernard knows about the plot. (And the arrester should have the opportunity to tell them.)

You're right. This should be an action like "search for scandals" : plots, bastards, immoral behaviour ( in the wedding, or according to the religion such as heresy or satanism ) and so on. It would be based on the history of the characters, and these informations would be useful, to make them public, aware liege and vassals

But this means another action for each of the councillors
