SPQR Achievement Help

Hello guys,

So, I'm cruising through for the SPQR Achievement and need some help. I (should) have triggered it by now in my eyes but I have no idea what I am missing. I did some homework and it is probably one dumb little thing, but after an hour or so of province hunting I am at a loss.
