I absolutely loathe the hre (lower case) and all its doings. I am also amusiac; that is, I have difficulty comprehending music -no matter how short or long- from Sweden.

Apropos, imagine the day that these inventive ladies and gentlemen of Swedish Paradox Interactive add an actual spot effect, jingle or .ogg when an, not the, emperor gets elected.

Please, Paradox Interative, don't do it. It might be roflcopter to you, but there's no reason to be overtly cruel to a minority.

So you don't want a special sound file to play whenever the emperor is elected, because you have trouble recognizing musical patterns? I'm not sure how that's discriminatory, since sound isn't the only way that kind of information is conveyed - every time an emperor is elected a window pops up, even if you're not in the Empire. If you disabled the disabled the pop-ups because you loathe the HRE, then are you worried you'd receive audio cues you can't understand and it would frustrate you as you play?

I searched up amusiac and it isn't a word in the English language, it even has the red squiggly line underneath it when I typed it to show that it's misspelled. It is a blocked twitter account though.

I am a musician and i understand what you are saying in a pure theoretical level
If you go in game to Options -> Settings -> Audio, there is an Effect Volume slider. Does that solve it for you?
Also you can find out what audio you don't want to hear (it's located here \Steam\SteamApps\common\Europa Universalis IV\sound) and make a mod that replaces those files (or ask someone to do it for you)

Yes, see also I have issues with Crusader Kings II soundtrack; most of it sounds like dogs barking, although thankfully from a great distance, as if you were sticking your fingers in your ears. Amusia can be debilitating.
