Had a group of ten transport planes. Loaded ten paratroopers. Decided I needed to drop two troops on 5 different provinces, so I started "creating new units" out of my stack of ten. Now have five groups of two transport planes, but only two paratroopers -- still loaded on the two remaining transport planes from the original group. Not in the strategic redeploy section, either and I was currently re-deploying 0 units.
