Splitting off a country in two without civil war ?

I'm asking myself this question for modding purposes.
Let's say I want to mod the Partition of India, is it possible to make a national focus for the RAJ asking UK for Independance. That focus would give UK a event that would release India and Pakistan and most of all that I could choose which nation I want to play as afterwards without these two parties being at war like it would be for a civil war (Which I assume is the same mechanic)

If a dev would be so kind and answer me.

I think that is quite easy to do. They said you can mod national focusses so you could easily mod the decision in. Then you could make 2 decisions each one letting you play as either India or Pakistan.

The british Raj already has an National Focus to ask for independance, or rather the UK has an National Focus to promise independance.

Giving land to different countries via event (and national focus) is already possible, so if you mod in new nations that might not exist in the files of HoI IV yet, you could make events that give specific states to that nation and add multiple options for the UK once the event triggers to choose from. You can trigger events on a specific date for example.

Yeah, I also saw that but would it make like the Partition the same as in our timeline ? That's the real question i'm asking.
