I hope to see soon or later weapons split from manpower. As Albania or Saudi Arabia I would like to buy guns or airplanes from USA instead of researching and building them by myself. After a battle I would like to see guns or airplanes depleted and without having a stock of them I would like to see my combat capabilities going down to zero.

You are absolutely right. I've found it quite bizarre that if you by a division, it starts with zero strength. Manning it should not cost any IC. On the other hand, it should take quite a lot of time, as they still have to be trained.

I don't know the right answer from the coding point of view but I can imagine a set of weapons by type as, for example, small arms, artillery, AT, etc. every time that you attach/add this set of weapons (like adding a brigade) then the division should be locked for a while for the required training.
In addition this set of weapons should be tradable. As said above Saudi Arabia should be able to buy F-16 Tomcat instead of being required to research ad build it.

You can buy units, but you need to be allied if memory serves just like land, but you can give no worries. Which is weird.
