Does someone know, if its possible to split one production line (15x factories Pz III) to 2 different lines (8x Pz III AT and 7x Pz III SP)(and also keep the production efficiency)?

If you change to a modified version of the same equipment (for example, the same tank but with a larger gun) you keep most of your Efficiency. If you switch to another variant of the same chassis (e.g. you switch from Pz IIIs to StuG IIIs) you keep half your Efficiency. And if you switch within the same family (e.g. Basic Medium Tank to Improved Medium Tank) you keep a small part of your Efficiency...
First change the Panzer III line to the TD one, remove 7 factories from the line, create a new production line for the SP and assign 7 factories there. (The AI should be smart enough to assign the factories to a line, which have the highest gearing bonus for it.)
Could go south too, if their is a small boni for more factories in a line the better.Thats why I probably assign only max. 5 Factories to each line, to stay flexible.

I would say yes.
First, you loose efficiency if you switch the production. -25% for Variants [Ausf. A -> Ausf. B], -50% for submodels [tank -> TD / SpArt], -75% for same 'family' [Panzer III -> Panzer IV / Panther] (All values AFAIK, could be less)

I just have to ask, has that been confirmed? I haven't been able to find mention of that in the DD, and don't think we've seen scenarios like this in the streams (if we have, I haven't been paying attention).Since factories have "memory", you just need to make sure to do it like G-sus said
