I never cared to play a theocracy seriously, and seeing how many new theocracies were added in the new patch I'm like meh, but was struck by a few ideas. Since I actually haven't played them, I might be missing some points, but tbh I doubt it.
Idea 1, or the loose shot: Placing nobles from foreign countries. So this already exists, Basically getting a foreign noble. (So here is there I'm thinking I might be missing some already existing feature), as far as I know this only gives a relationship bonus. For the ambitious player, they could get a foreign heir, secularize and then pursue a PU,
What I'm thinking is a somewhat more elaborate system for Theocracies akin to elective monarchy, now often did members of significant dynasties establish themselves in prince-bishoprics in the HRE, it was a common strategy to expand ones influence. Wittelsbach, Hoenzollern, Oldenburg/denmark did this to practically create extra vassals. A system replicating this would indeed be very interesting, but nothing I have developed further.
Now the real idea is the PU idea.
So in game Theocracies can not form PU's this is extremely ahistorical. Now, they didn't form PU's the normal way with marriages and inheritences, they formed PU's by one bishop being elected in many different bishoprics. Heck already at the start of the game, Paderborn and Osnabrück are included in Cologne and Münster because of this.
Thus we had
Ernst of Bavaria, who was elector/archbishop Of cologne, P-B of Münster, Freising, Hildesheim and Liege,
Clement Augustus of Bavaria, who was elector/archbishop of Cologne, P-B of Hildesheim, Münster, Paderborn and Osnabrück,
Now, both of my ideas are made more difficult because of the current way of selecting an heir, but seriously, how often did HRE prince-bishoprics select a local preacher, a merchant's son or even a local noble as their leader? TBH I don't know but I find it to be unlikely that it was often enough to make this mechanica serious thing -.-
Instead Elections in P-B's should be similiar to electorate, there foreing countries are able to be represented, I feel like the whole pay prestige thing is over the top for so many countries. I was thinking playing the game semi-randomly based on keeping high relations and dip rep.
Thus good diplomacy could ensure an interesting spread of dynasties and PU's across the HRE that would make theocracies more interesting than they currently are.
To make some additional points:
Ideally this should be made in conjuntion with soem other changes, this would allow for this so far still not fully fleshed out suggestion to become much more interesting. I imagine for example a modifier for "influential dynasty" (think how some dynasties had higher standards than other's based on lineages and so on, just a thought I maybe should make a new suggestion about)
This would obviously only work for christian clerical states and monastic orders, meaning a split could happen, making hre P-B their own government or something
It would definitly allow for some more creative gameplay in the HRE, and allowing more indirect expansion.
