Victoria is the exception for Paradox, not th rule. ALso CK2 is also a main series in PDX. CK2 was the game which made Paradox great.
Victoria is exception in this same style, like a CK2 is main series. First - CK2 isn't series but single game. Current CK2 is one of main games, but isn't main series - is only part of series. Like a Doctor Who season 5 episode 2 isn't whole series of Doctor Who but only part. CK1 had 1 expansion (Deus Vult) realesed 3 years after base game. EU3 had every year after realesed new expansion. HoI2 and HoI3 also.
By CK2 PDX started changes in own politics - total cooperation the game in internet platform (steam) and development by (optional) DLC and free patches. This mean, that I can play with you, even if you haven't any DLC. Before to instalation of last expansion you need all earliest expansions - you cannot play in Divine Wind (expansion to EU3) if you haven't Napoleon's Ambition. Old system had also many defects, but this in other times and new system have many new advantages. But this doesn't mean, that CK is main series.
And often we have information from devs, that developing CK2 go to end. And games of Pdx isn't in style sport-games, that there is possible still sell this same titles in every new season (eg. series Fifa). Ubisoft made mistake, that he published new Heroes (HoMM/MM:H) in too close time (5 and 6) and for players this wasn't acceptable - players felt exploit, like lamers.
Pdx must create new titles, therefore new game will be "Imperator:Rome" and concept about CK3 is official rejected in close plans.
And the most important - our right to "waiting for V3" isn't worse than right other peoples to "waiting for CK3", because now CK2 have high ground.
