In the Second World War, additives were often used to steel to make it more resistant or otherwise: It was used in jet engines (very expensive to produce and served to keep them active otherwise they broke immediately), in bullets (to be more penetrating), in armor of tanks (make them more resistant). now on hoi4 these have been divided into only two resources: Chromium and Tungsten. Plus the second, since Lo Uk, historically bought ALL Portuguese production so that Germany could not buy it (and Italy too). In fact, if Germany had large quantities of this metal in its reserves (the blessed warehouses of hoi2 and hoi3), Italy had such weak wagons, precisely because there was no tugsten. Here is my idea: Equipment that requires tugsten can be built without tugsten, but they have malus (to reliability or armor, attack etc), if instead they are built with tugsten they are normal. So you should create a type function with oil / fuel where you store and use the tungsten (it is consumed by industries / dockyard) it would be a fantastic function (and with modding even more)

If I understand correctly, you don't have to make two (2) sets of equipment, one without tungsten and one with.

The equipment improvements, that are already in place, would be where you would require tungsten.

It would work like naval / air / etc designers, where the bonus they give is for everything built when they are active. Example if you build a ship with a navaldesigner that gives you + 10% attack all ships built while that is active will have + 10% attack.
It would be practically the same thing: simply instead of putting a naval / aircraft / small arms / industrial designer etc ... if you have tugsten you have a bonus / you don't have the malus. If not, you don't have the bonus / you have the penalty.

No, I don't think so.

By 1942, Portugal had an export quota system in place that allowed both sides to buy comparable amounts of tungsten. That system remained in place until 1944.

Now, it is true that Britain could have picked up tungsten from other places and bought from Portugal specifically to make sure there wasn't as much available for the Axis. But let's not kid ourselves and say Britain was buying it all. They weren't, and Salazar wasn't stupid enough to embargo the Axis in 1941 or 1942. Portugal's shipping would have been attacked the moment he tried.

If I remember correctly, the Germans began to have a shortage of "additives" right from 44 ... however this mechanic would be very useful, perhaps dividing the tugsten resource into 2-3 resources because I remember there was the resource that made the bullets better, that which increased the durability of steel and for jet engines ... it would be very interesting to have to secure stocks (before the war) to have powerful weapons and steal them from the enemy in the war in order to give them malus in the long term (Italian steels were weak precisely because they had no additives due to the sanctions due to ethiopia)
