I had few strange occurrences of armies appearing in besieged provinces. For example, one of my regiments, 1000 men strong, was sieging Bryansk; siege was at 100% already, when this regiment was wiped out by army of 15000 Muscovy suddenly spawned in that province.
So, is it now possible to hire mercs in besieged provinces? That would make a good tactic to break sieges when they are at 100% or close to it.

the mercs were not built in that province as mercs cannot be instantly built so they probably came from another province and you didnt notice.

Could be it. The "liberum veto event" should be in the save file, right? And there should be a flag, if I load the game as Muscovy? Even if it is not very usual for Despotic Monarchy to adopt liberum veto :)

Edit: no flag, but I found a line on "liberum veto" in Muscovy resign screen. Mystery solved :) Still, it was a shock to me when in the middle of the war 15k muscovites appeared out of thin air- my whole army was 16k:)
