To answer the OP.
I usually build 3 transports at the beginning of the game if I want to take out Spain in 36.
Why 3... because I tend to group things into corps of 3.
I usually only send Infantry corps. I find that the one Arm corps that I do have at the beginning of the game takes up too much oil... but this is my strategy.
If you need to take Gibralatar in '39, after Danzig or War, you don't necessary need to capture any provinces in Spain.
You could make Nat. Spain winning CW by sending supplies and oil, or maybe some troops via negotiations. After Nat. Spain victory you could ally with them. Your previous trade have raised your relations up to +50
and some chances to join will become from +180, IIRC. Anyway, you need about +150 to get. it's about 15 weeks or 4 months. Plus about month or two for make them join.
But if you want to took part in CW personally, there is no another way, than building transports and moving them across the sea. I doubt, that you will have enough time to ally with Portugal.
As coreymas said, 3 transports group is good. Another reason is amphibious assaulting. You could do it without penalty only with 3 units, assuming your SLI naval doctrine.
Franco won't join any alliance after the end of the war. You have to fight together from the beginning.
What? I often get Franco in the Axis. I get relations to +200, and ask. Any game where I wanted spain as an ally I have gotten them in. Send resources, influence, and he will join.
Me too. The chances definitly decrease after the civil war, but the opportunity is definitly still there.
of course, playing as Germany, the trick is Nat Spain living long enough to get relations to +200. I've seen them rolled in as short as a month.
As coreymas said just directly attack them. Easiest way is to Gurentee independence of Repulican Spain at the start of the game, so when Nationalist spain DoW you have no dissent from your DoW. Land some troops into Spain and start to take down those spaniards. IIRC, Before nationalist spain gets annexed, gurentee indepedence thier independence so you can DoW on Republican Spain to clean up the rest.
Just a tip, if you do use this tactic hit Gibralter hard and fast when going against the allies. Why? Because if you don't do it fast enough you will have 30 UK divisions in Gibralter that are amazingly hard to kill. 6 MTN's should be a minimum

Technically, Nationalist Spain declares independence from Republican Spain, who then in turn DoWs the Nationalists. So guaranteeing the independence of the Reps does not help a bit.
If you manage to get allied with Spain, just military control them long enough to use their transports to get your forces to spain. Then you can relinquish if you want.

I have declared war on Republican Spain allied the Nationalists and sent over a panzer corps. By Danzig or War you can kick out France. March down to Gibraltar drop 1 paratroop division on it and support attack from surrounding provinces.
