Perhaps it is my opinion, but in order to a more historical approach, I see better this date as the most logical beginning for the events to come rather than an arbitrary point like January 1st (I speak as it was in HoI, I don´t know what is in HoI2). It would take some additional work, like adjusting ships and other units and/or techs in the timeline production, but it perhaps would give a more adecuate starting point.

It could start out with the outbreak of the war (or a bit before), and the player would get to use both land, air and naval forces to win the war, as well as do some research, build and diplomacy.
If the player wins the walkthrough-war, he could get the option to play all through the game as Spain, or start fresh with a mayor power.
