Spanish civil war offenses: How do I select an offense?

There is a special game mechanic in the Spanish Civil War.

The Soviet Volunteers have a decision to make where to focus an attack.

The decisions look like this:

I clicked on both those decisions

----- "Impending Easter Aragon Offensive"
----- "Impending Guadalajara Offensive"

Nothing happened (?)

I don’t know if volunteer forces can choose where to launch offenses (the two on the screen are missions not decisions indicating others have prepared the offenses), but you can try looking at Spain on the map and selecting decisions to prepare offenses there
