SOV, ITA, & GER (to my knowledge) can send volunteers to the Spanish Civil War. In 5 out of 6 times the first intervenor stops the AI from sending troops from opposing political ideologies.

EG, playing as GER/ITA and sending volunteers, SOV does not send troops.
EG, Playing as SOV and sending volunteers, GER/ITA does not send troops.

AI appears to side with the human player. IMO, AI should not take the player into account.

That has not been my experience at all. Those 3 plus Japan may all send volunteers. Usually all do so at the same time. Sometimes Italy is delayed if the SCW starts before they have finished in Ethiopia since you cannot be at war and send volunteers at the same time.

There is no siding with the human player involved in the SCW, not at all. Regardless of what country the human is playing the sides will be Nat Spain plus the 3 axis majors versus Rep Spain plus the Soviets. There is zero variability in the sides other than the potential delay of Italy.

Japan sending volunteers to Nationalist Spain... I don't understand why. Historically it didn't happen.

It happens in game because, as far as I know AI, likes to send volunteers to help nations of the same ideology (in this case fascist). But I agree that it should not happen.

In general I think that Japan should not send divisions or planes to Europe and European Axis should not send divisions or planes to Asia (unless they have achieved complete victory in their continent front).
