Castille and Leon are not included in the game because it was and it is impossible that they declare independent from the country they created.
It may be posible that Cataluña or Euskadi declare independent, but not Castille Leon.

To explain this better, imagine that England wants to leave the United Kingdom.
Ireland left it, Scotland and Wales could leave it, but never ever England, because she was the one who created the Union, not Scotland, Ireland or Wales.

That's a poor analogy; the autonomy in Spain is only comparable to somewhere like France or Italy.

The Union you mention, had one country at the head of the table.

Spain however, is a collection of autonomous regions. Castile and Leon being granted independence wouldn't lead to the unraveling of the Spain as we know it.

Well, from what know about Spain, the region may hate each others guts, at least on paper and verbally (my now-ex had a gallego teacher who'd rather speak english than to speak castilian), but they are and were quite united in front of foreign agression. And since Victoria models the high water mark of imperialism, and thus Spain was, if not directly engaged by any foreign great power (okay, it trashed around a bit in its former colonies), it is simply not realistic, nor prudent, to protray Spain as a hodge-podge of semi-indipendent states (moreso since financial and foreign affairs, and military ones as well have been under a central, spanish [even if that meant castilian most of the time] controll ever since the end of the reconquista). Okay, there were some civil wars, but even they were not along traditional federalist lines, but along dinastical ones.

Whilst I thought it wasn't exactly historical, you could say that about Ireland being granted independence prior to 1916. Call it artistic license. I would imagine if the regions ever had the opportunity like the Basques and Catalans had, they would of took it.

Keep in mind the Victoria time period folks.

Was there any sign of Castilian nationalism outside the construction of the Spanish state at the time period Victoria represents?

Or Andalucian?

Or Galician?

The only 2 examples that fit the historical period covered by Victoria, to the best of my knowledge, are Catalunya and Vizcaya.

That being said, it's a fairly simple thing to make your own user-created nation, as per Vickywiki. Just remember whatever event you make to release Castile will need to have Spain's capital move from Madrid, or that province will not become part of Castile, if so wanted.

Galician nationalism has been dated from 1840's, not to mention those who mourned the loss of the kingdom in the 10th century.

Andalusian nationalism flourished under Isabella.

I may give the guide a go; I don't actually care about Castile too much, just Leon. Fellow Celts of course.

Galicia was one of the first kingdoms to be inherited by Leon. Galicia has its own culture (language, traditions, etc...) but it was always a rural society and there was not a middle-class until middle XXth century that could demand any special right, not like in Catalonia or Basque Country.
And in Andalucia there is not any importatn nationalist party. And the most important nationalist was Blas Infante. He wrote the Andalusian anthem and it says: "Andalucía libre, España y la Humanidad" (Free Andalucia, Spain and Humankind").

I'm Spanish and live in Andalucía.
