In my current game Spain seems to be able to march her armies around at will. Example: Spain has annexed Austria and is sending troops through some minors to the lowlands. Spain even moved through one of my vassels. It is my understanding that they should only be able to move through their allies borders and only then when at war. Is this a bug or something I am missing?

Side question: What actions improve relations with other countries the most for the money? gifts, letters, etc. or some combination?

Spain's King is probably the Holy Roman Emperor. That gives Spanish troops rights of access into provinces belonging to the Holy Roman Empire, which includes all the Germanic provinces and the others you mention. IIRC if you click on the religion screen, you should see the boundaries of the HRE.

Whoa! His first post and he is deep in the game! I'm impressed! Unfortunately, I'm also clueless. :(

What you need here is a guru of the game, instead of the court jester.

But I will pose some counter-questions.

Are you currently at war with Spain? Are the minors that Spain is moving through allies of Spain? Which country are you representing here, good courtier?

Finally, I will say that I have personaly found no rhyme or reason other than your Monarch's ratings seem to affect the effects of all gifts and letters A LOT! Also, the religion slider settings also seem to affect the effects.

Game axiom: You never get the full effect that you are hoping for.:D

On a side note, the Holy Roman Emperor only gets the ability to march troops through the HRE when he is at war. If he's at peace, his units are stuck in other provinces. Usually Austria is the HRE in the games I've played, and a lot of times he allows these massive 40k or 50k to remain in HRE provinces when his war ends. They are then stuck there and die of attrition in a few years.

I am playing IGC newest verison I think. I downloaded it a few days ago.

Your where right about Spain as HRE, and she is at war but not with the countries she moved through. She is also not allied with them either, as they are my allies. I was able to play again and noticed that I could also move through other countries when at war and move to a provence owned by my enemy. Come to think of it I was allied with the country I move through, but they were not in the war with me. Not sure if you could move through a non-allied country.

I am currently playing the Hanseatic League. I am learning how much harder is it to play without a good king and only ONE leader.

Another side note: Would it be fair to copy over the leaders of a country that you deplo-annex into you country in the saved game file? Same question for if you took the country by force? Because playing the HSA makes it very hard with only one leader who doesn't live long at that! And the leaders would grow up under my rule right, only seems fair that they would then fight for the country they grew up in right? I haven't done this yet but it seems like a good idea to allow a minor to expand all though the game.

I personally, wouldn't consider it fair to move leaders in a save game file from one country to another. Part of the challenge is playing through times when there are no leaders of you have poor monarchs. However, I have been known to to exactly that on occasion, move leaders from one country to another. Or if I'm playing a no-leader country, I'll add a few at the beginning to make things interesting. The answer to your question depends on the player. If you think that annexing a country should give you its leaders, then by all means transfer them over and enjoy your game. That would be an interesting AAR to read about Columbus or Cortes wkring for the Portugese or the Granadans.

In answer to the question of the first part  , the Holy Roman Emperor is allowed to move through all provinces of the HRE at will, at least while at war. In addition, a country's units may always move through the provinces of that country's vassals. They may also move through their allies' provinces provided both countries are involved in at least one war together .

To answer the question of the second part, I don't see much of a problem in "inheriting" a dipannexed country's leaders. Personally, I'd like to see the lead country acquire the sheilds of a dipannexed country. For example, when my Russia dipannexed Georgia, I'd announce "Now that Georgia is part of our country, we have rightful claim to (what, Armenia?)."

As for having no leaders, I've had dry spells with times of having no leaders, or very weak ones. I've found that it costs more, but you just have to use wave after wave of troops. Think of how the Russians historically used up troops. Same concept. It takes awhile, and it is wasteful of lives, but ya gotta do what ya gotta do.
