I think the solution is (as always) somewhere in the middle.
Spanish history has been flawed by the "leyenda negra" (black legend).
I will save you the patriotic pow-pow and breast thumping, but Spain WAS at some time, the most advanced AND enlightened, YES, enlightened power in the world. However, it also sunk to the lowest levels of religious fanatism and obscurantism. How do we solve this problem then?
Well, as in EU II we have the sliders for country policy and EVENTS. As with China (that can chose between all out expansion or isolation), one should be able to choose between a more open society and religious tolerance, or centralization and religious radicalism. Tolerance should be expensive though, since the Spanish population was ever small (until the 1960s) and control was very expensive, and tolerance should be expensive too, maybe carlist-style rebellions
As for my countrymen in this thread, I'd have to say that for the most part they are correct (maps included, though some territories (Africa) were conquered later on), BUT they might exaggerate when they say Spain remained a major player for so long. Spain did decline rapidly, since her economic (and population) base was poor, but once it declined (XVIIth century) cultural domination took place. (Would be or real historians should read Braudel)
For the Spanish-bashers it is useful to remember that Spanish culture dominated Europe (read the world that mattered in geopolitical terms, my apologies to non-European countries) during the XVIIth century, and it performed rather well against the Brits, taking back Menorca and some American territories, sadly no Gib though (as portrayed in EUII). The following century did see some sparks of the old grandeur (specially in wars) but it was all achieved at the expense of Spain proper, therefore I would just recommend some events and minor tweaking of Spanish history (everyday closer to the truth, and farther away from "The Mission" Hollywood style b**sh*t), and everything would be almost perfect.
Same goes for the Brits, though they do not suffer from Black Legend "history".
