If spain and austria are both human controlled then who gets to decide in the hapsburg marriage event. The one where you choose to rule from either austria or Spain. Along the same lines, if hungry is player controlled does it still get annexed by austria no matter what or does it have an option?

The Austrian player chooses where the empire is ruled from. Hungary is annexed by Austria no matter what. When Austrian annexes Hungary they shouldn't get more than 4 or 5 provinces if the Ottoman player has done his work.

I'm pretty sure if Hungary is human controlled that there is a way out of behing annexed by Austria. That's just the basic nature of this game -- always give the human a way out from game-ending events.
