Meanwhile i found out that it probably works - but no event is popping up here.
And it looks like that many people have this problem

I give it another try using the english language (though i don't think it has something to do with the language)

It looks like that you understood me wrong :
The event that popped up in your screen is not the "good" event when the chancellors mission is successful.
It is the bad event when the chancellors mission failed - So , sow dissent did not really work
The "good" event is bugged. I insist on this
Your own screenshot underlines this...cause the bad event has much lower chances to pop up than the good one
p.s. i looked at the events and had the feeling that there is a } too much - but removing
this did not make it work either.
