Sow Dissent Broken

No matter where I place the chancellor for Sow Dissent now, the tooltip when hovering over him no longer shows that he will do anything in his placed province (it used to show the yearly chance that he would cause his event). This is in 1.08.

As an aside, the whole sow dissent action could really be a lot better than it is anyway. If you use it on a powerful duke in another realm (with the idea to worsen the Duke's relations with his king), the more common response is to screw up the duke's relationship with his own local vassals in that province. Maybe it would be better if the target for the event was the king's capital, and it would just fire on all his immediate vassals under him?

Firstly, we are not able to reproduce the main issue here - After you place your chancellor to sow dissent his tooltip always show the percentages and possible outcomes, so if anyone else has experienced this please join in.

And apparently the negative relation event can trigger in both direction; both up and down the hierarchy, as long as the lieges/vassals are connected to the province you place your chancellor in. It kind of makes sense that the downward direction would be more common, since there usually are more vassals than lieges, and perhaps it could be seen as plausible that they would be easier to sway. If you feel this should work differently you could always file a suggestion.
