In my 1933 Japan game, Nationalist China was conquered by the Soviets. The Nationalists had already destroyed the Communists and declared war on Russia over Turkestan. There should be a scripted event to make Russia release China as a Communist state, puppet or no, in such a case. I loaded up a save as Russia and there was no option to liberate any Chinese provinces.

Soviet AI will release Communist China on its own once it secure the area and control the required number of provinces.
Not in my game. Soviets control all former Nationalist provinces and one other China minor. 3 years and still no puppet. Perhaps its because the USA declared war on Russia shortly after they conquered the Nationalists?

AI doesn't release countries in war zones*.

War zone is any friendly area (own or allied controlled provinces connected to each other), that borders with at least one enemy province.

I see. Does adjacent mean only by land, in which case the US/Soviet war has never met the criteria in this case? (Soviets are only at war with US/Phillipines, not any China minors.)
Or does it include sea, in which case the US/Soviets both own land in the Bering Straits sea zone?

Only land connected provinces are taken into account. Aren't there any active fronts in Europe or Africa? What patch version is your game? I'm pretty sure we set SOV AI to release CHC on its own in patch 1.04.

Patch 1.04 (FGYE), no mods. No active fronts anywhere else - the Soviets, Mongols, Tuva are at war with the US, Phillipines, Liberia, - and no one else. I loaded up the Soviets to be sure, and there are no land provinces next to any US/ally provinces. As far as I can tell the only combat has been naval and air vs. the US fleet around the Asian coast. And that took about a year before it really started.

In the save game provided SOV doesn't control Yulin province (ID 1260, currently owned by Shanxi Clique) which is set as minimum requirement for the creation of CHC:

Well, technically it's not a bug then. But since the Sovs haven't been at war with Shanxi and yet control all of the rest of former Nationalist China including Beijing, the AI will never form CHC, right?

If you really wanted to you could change it to not have those as the minimum. Instead add it to core territory and set a minimum number of provinces. Given the Jiangxi Soviet and fallback path for USSR to re-create it in XInjiang it's probably okay.
