Specifically after they get engaged in the winter war. All over their territory partisans are popping up.
Their redeployment pool is through the roof T.C. wise. The absense of troops due to redeployment is having a detrimental effect.

They start with 35 dissent at scenario start. May '40 its 22.85. Im not familiar yet with the mechanics that
influence U.S.S.R. in D.H. Lets hope its W.A.D.

It's because of purge event that gives 30% dissent in spring 36. I managed to heroically take it down (seriously, i had to conclude deals every week selling recources and all my fleet to get money for decisions) by mid-1939. Because of it my industrialisation failed, i build only 18 ic. Plus division time building is too damn long, just don't have enough time to get prepared

Was historically soviet union prepared for war ?

Militias are cheaper and faster to build. They have to be used to be able to hold the first months of barbarossa. Due to low doctrines. Militias have very high morale, so they will be at full org each time they will fight. You'll have time between oct-41 and may 42 to begin to build real units.

Darkest hour should change how you play with soviets. The vanilla method who consist on holding the river doesn't work. You have to fight at your borders and build Arm or Mot to protect the retreat of the troops.

Why does the purge event give so much dissent? In all other manifestations of HoI2 it reduces dissent; the people are scared into submission.

Please, don't appeal to "that was historical". It's not. Using militias do not resemble in any way battles on eastern front 1941-1942
I can't build historical 1941 SU army, nor i can't build enough arm and mot to support militia. Plus upgrade is also too damn slow

Then how do you call divisions in which soldiers have only 1 weapon for 5-10 soldiers ? And divisions in which people even didn't learned how to use a rifle ?

The actual situation and gamebalance between germany and soviet is good, atleast for human vs human games. (but the industrial transfer to siberia looks a bit hard to trigger, for exemple to be able to hold Kaunas)

It's always hard for people to think about rethinking their strategy.

The only formations that worked the way you describe where the Narodnoe Opolcheniye or People´s Militia units that consisted of civilian volunteers who had poor armament and very little training. These formations where only used in autumn of 1941 to halt the advance of the Axis coalition, something they partly succeded in doing though at a very high cost in lives.

The regular Red Army riflemen where quite well educated and trained for the most part which showed when they struck back after the initial Axis chock and nearly succeded in breaking the much more experienced axis forces.

I did some looking and 1 rifle for multiple soldiers was documented as happening in WW1 as the Russian logistic system broke down. Also It may of happened a couple times in WW2 but that would have been during the late days oof Barbarossa when the Soviets wee desperate to stop the German advance.

The 30+30 dissent happened to me while playing Soviet Union. I handled it easily, no partisan revolts. Managed to build a big army (no IC) and hold the Germans... I played 6 games and didn't see Soviet Union fighting partisans...
