Le Plebbit didn't answer me when I posted this bug several months ago, pls help.

On historical mode the Soviet Union will not act on its claims in the Baltic, Finland and Romania. I have tested it multiple times now. How can I fix this?

A couple of observations to substantiate:
When I start as Germany in 1936 the Soviet Union will not attempt to enforce its claims against Romania, the Baltic States and Finland.
After multiple tests I can ascertain that the difficulty setting has no impact. This is on a fresh install with clean mods folders

When I started as Japan in 1939 however the Soviet AI curiously seized the territories.
Please let me know how this can be fixed.

Apologies should have provided more info:
I signed the Pact. The only ahistorical things I did was claiming Yugoslavia. And the Soviet Union would still claim in that scenario before 1.3.

I had them not enforcing their claims on Finnland, but SU has been acting weirdly in my last few games too, in my one game they didn't change their recruitment laws and their divisions started melting away till they had 40 left out 400 because they had run out of manpower but didn't change their law (they were still at at their default law). Have you looked whether or not these states were guaranteed by the British or French? Have you formed the complete anti-comintern pact? Because both these things might the SU AI reconsider acting on their claims.

Guaranteeing is some thing that acts really not historical like in HOI4. IRL Britain and other "defenders of democracy" could promise to limitrophe states "to defend them, defeat aggressor and etc." but as soon as war started - allow government in exile to hide in London and that's all.
Britain and France were feeding Germany with Eastern Europe states in order to make it attack Soviet Union. But this medal had the other side - any Soviet victory which moved it's borders West, closer to Germany, was "in plan" too.
Guaranteeing should be reworked to make "democracies" chose states, which they are going to protect, more carefully.

In my game yesterday the Russian war against Finland started WWII, with proud Axis forces protecting the Finnish peoples right to self-determination! In the same game UK has just declared war on an almost fascist Sweden :/ The peace with the allies means I'm killing Russia fast(ish), but France and UK are getting strong, so will be exciting later I think.

I have a mod that removes garanties though (mostly so I can play in South America). I also play without historical focus for this game.

I signed the Anti-Comintern Pact in all my games as Germany and the Soviet Union wouldn't claim any territories. In my games as Japan on historical focus mode the SU acted on their claims almost immediately. Thanks for your replies thus far.
