Does the game mechanics allow for a capitulated USSR to have 90% resistance to have the rebellion to re-establish that country??
Why not?

Because... I have Moscow at 93% resistance and nothing has happened!!
Check your occupied territory tab. Rebellion, like collaboration government, is per-country, not per-state

I am not certain your information is correct as I have just checked the HOI-4 wiki which says the following (my emphasis added):

If the average amount of Resistance strength reaches 90%, a full-scale Resistance Rebellion will occur and Occupied states will declare independence, spawning rebel units and reverting to the control of the original state owner (if that country no longer exists, the rebellion itself will re-establish that country).

Therefore, I believe the game mechanic for a Soviet rebellion is broken if the Allies are increasing resistance in the capitulated USSR :mad:

What if the Wiki sentence was rephrased like this (emphasis mine):

If the average Resistance strength of all states of a given Occupied Territory reaches 90%, a full-scale Resistance Rebellion will occur in that Occupied Territory and all states of that Occupied Territory will declare independence, spawning rebel units and reverting control to their original state owner (if that country no longer exists, the rebellion itself will re-establish that country).

Would that be clearer, and would you still say that the Rebellion is broken when having 93% Resistance in the state of Moscow, but not more than 90% average Resistance in all states of your Russian Occupied Territory?

If you check the average Resistance of your Russian Occupied Territory, what does it say?

No idea, sorry. I don't have the DLC.

Methinks if you want to spawn a Rebellion in Russia by increasing resistance via spy operations, you're gonna have a lot of spying to do...
Try Luxembourg maybe? :)

Yes it's country level, literally in your sentence. Average of all states = average in the entire occupied country
