I've noticed that in the posts talking about min maxing soviet industry and taking the five-year plan focuses they take the left path to Industrial Modernization. this is mainly I think for the consumer goods reduction, understandably.
what I would like to understand is outside CG reduction is the benefits still better with modernization vs optimize production lines? I instinctively want to remove maluses and so that 10% production growth malus is bothering me plus when added to the other growth malus in defensive industry seems too painful. maybe it shouldn't and isn’t really that important. I just want to better understand which bonuses I need to care about more.

Whereas industrial modernization
keeps growth malus at -10
while increasing retention by 10%
and increasing max efficiency by 5%
