Looking at the red army deployment it would be stupid to suggest that this was a line up ready to attack Germany. The strongest concentration of Soviet Strength was the Kiev special military district. If the Soviets were to attack Germany surly they would concentrate their manpower in the Western Special military district. If the Soviets were looking to make an aggressive move in 1941 then it would not be directed against Germany but in the Balkans (after all that is where the Soviet troops are) . Toward the Dardanelles or someplace like that, but not a direct assault on Germany.
