In the same game, the Soviet Union always has the highest economic law, which makes -3% rp, and now manpower always zero, other countries just stay at war economy, is a bug ? As the Soviet divisions always continued to attack the German lines but failed so soon divisions would lose all manpower.

You need to maintain a lot of war support to stay on Total Mobilization. The Soviets have no problem with that. As far as manpower goes, the AI has always had a problem with reserving PP to increase conscription, and with the new mobilization coming at a trickle mechanic, the AI, at least in my experience, is even worse at managing it.

tks, Late game the Soviet Union kept that way in any game I played, I dont think soviet AI will change conscription law to higher.
