I'm still trying to navigate BBA, but civilian economy needs the player to be quickly amassing 120 or 150 PP .
Set up your production page as you see fit (rifles, ships, etc.) .

My solution is to TAKE NO FOCUS until you have the PP to make the jump to ANY better economy; then use whatever focus you choose, even later than usual ... about 105 days at 150 PP .

As USSR, you definitely don't want to waste any time taking your focuses. You need to go through the Great Purge ASAP, and you also have a clock ticking on completing a Fiver Year Plan, as all the non-finished focuses become disabled after a war with Germany.

It's best to wait until you can get to war economy. Spending 150PP on partial mob as the USSR is a waste when you can just wait a few months and then get an attache to Spain and war economy. It's just an extra 150PP cost that you won't even get back by the time the Spanish Civil War comes around, so you actually get war economy slower if you go partial mob at the very start of the game.

As I'd said earlier, this is a TEST RUN on BBA, and by 31 December'39 I have 217 INF XXs on map, and have another 35 XXs every 120 days .
Stalin's paranoia apparently doesn't kick in until Stalin's FOCUS gets taken .
While I'm at it, I'm on War ECONOMY (NOT the focus), and 568 PP; doing the MEANS TO WAGE WAR in 58 days .
Next focus choices are 1] Shift to Armaments Program, or 2] Tankograd (+10 WFs fully operational for my T-34s) .

I made one recoverable MISTAKE, by adding rifles 2 to my rifles 1 line of 35 WFs ,,, sending Steel DEEP into RED NUMBERS ; should of put Rifles 2 on a new production line instead !!
Cure: doing Excavation 1, 2 (in progress), and upgrading Infrastructure on Steel tiles . I've the Resource Factory's MOD, but will wait for Closed Economy to use .

I PASSED on the SCW, looking to see if Russian internals could handle this run ... so far it has .

Uhhh I dont think this can be right. I just started up a test game and the paranoia kicked in even when I didnt pick any political foci, I only did 3 of the industry based ones on the leftmost trees.

Can you provide photos by any chance?

Perhaps, but you can get partial mob earlier, and getting the attache to Spain still costs 100pp in itself. Plus war economy only really provides the 5% consumer goods bonus, since that early on you probably are only making civ factories for a couple of years, so 10% mil speed bonus doesnt come into play until later.

Honestly I prefer to just get partial mob ASAP, then the industry advisor for the Civ factory bonus, and then you can get War Economy cheaper later due to a paranoia tree focus. I havent crunched the numbers, but I have a hunch that the captain of industry + partial mob is better at making civ factories than War Economy+Spain Attache.

For @PorkchopSandwiche247 : Sorry, I did not think to get a shot to see how I side-stepped Stalin's paranoia, but I went with NO FOCUS until I had 150 PP, and THEN grabbed the captain of industry FIRST; and only then went down the PURGE PATH foci . The economy will wait for more PP to be had .

Paranoia NEEDS for Stalin focus to finish, BEFORE he goes crazy in later '36 .
You can fill in the holes [175 days] between purges, with the early industrial path by 'focus CFs 'and your hand-built CFs, to get those 100 CFs and 120 CFs to green light the '5 year plans' ... then you're on your own .

Perhaps I goofed up by having 4 FULL CF Lines, THEN TARGETING the Ural air zone [UFA !!] with ONLY 3 (three) WFs; and going east to 'drop' 3 WFs per state, for at least 9 states ... to fulfill the Tankograd requirements . I used 3 state WF builds and a 4 CF state build pattern to keep up with Rubber trades [some] . This'll get done before mid'40 ... for both tanks and air . After the 30 WFs for Tankograd are done, go ahead and fill in those state slots with WFs, Infra, you'll need them !

Any WFs built west and south of the Volga should go to LAND weapons .

Meh, before BBA i just went to partial mob as my first PP spend, then in '37 after Japan declared war on China I then did war propaganda against Japan then got war eco.
Waste of PP compared to attache, yet it still enabled me to get about 383 factories to germany's 343 by the time they declared war on me.

Your strategy spends 300pp to get to war economy in 1937. The attaché to Spain strategy costs 250pp and gets you war economy in 1936 (plus a bit of army and air exp as a bonus). I think your strategy is the waste of pp.

Well, @DilberDD, I do think that the 'meta' has changed; some good, some bad ... particularly Air .

Wow, @stormsand9, 389 factories [USSR] by Barbarossa !, = envious !!

As before, I DID say that this is INTERNAL USSR [lazy] only runs, testing the "feels" { in 5-7 games} of BBA .

I wasn't saying what I was doing was good or the best way, rather I was implying that with me doing things inefficiently, I still got a ton of factories out of it. I have now switched to doing attache into war eco.

You still have to improve relations with spain for them to accept the attache, so its actually closer than what youd think. And a paranoia focus brings War Economy’s cost down to 120. Plus you can get partial mob + industry bonus guy earlier than stalling for war economy.

I dont know, frankly it seems better for civ production to go that path.
