Is there any way to fix the issue that the garrison AI thinks that fighting a carrier fleet with 4 transports is preferable to walking two sectors? Preferable without changing checksum? Does not building Convoys work, i.g. does the AI stop doing banzai-swimming when I do not have any convoys?

Don't set up garrison-commands that contains areas where banzai-swimming is preferable (divide those areas into smaller ones instead).
The garrison command is useful for setting up the garrison and can then be safely deleted if you don't want units hopping around on their own accord.
Generally the AI is transport suicidal and goes offshore because it's faster than marching (and it doesn't use strat redeploy over short distances) so until that's fixed there's no good solution to the problem. Not building transports will kill your trade effectively btw so it's not a smart move.

Another alternative is lots of smaller garrison areas so the units don't feel the need to travel by sea but this creates a lot of clutter and gets expensive in PP if you want them all to have a leader as well. I think the best solution here is to give each army commander a toggle for allow/disallow use of convoy ships. It can be quite the hassle when you need to garrison tons of units to keep resistance levels low and a coastline guarded without constant micromanagement.
You can use the defensive line order if you want to have armies automatically try to recapture provinces. It works a bit as a rubber-band and is good for port-defense (and adjacent provinces). Allocated divisions won't ever leave "their" line to go to some other place however even if you have multiple lines in one army.

I believe this bug cripples the AI a lot...
In all my games, Italy and Germany get litterally slaughtered because they keep sending ridiculous amount of troops through the Channel or even around the Cape, instead of walking even a few provinces.

Isn't there a parameter in the defines.lua that controls the distance at whcih a unit will chose sea transport over land transport ?

Even better would be to only ship units automatically when you have naval superiority all the way. It always bother me even as a player that a unit starts to ship around if the frontline is somehow split (Best example is on Krim - the Frontline ai starts shuffeling units over the black sea instead of just walking)

The pathing issue that sends troops to a port to land at another port returning to the original front is being worked on.

And the overall issues of front priorities and unescorted suicidal transport thru enemy controlled naval regions is also being worked on for 1.4.
