IMHO I just can't see any of the border States that joined the CSA during the first war later willingly joining the USA during a second war. Second, for the other states, it wouldn't be willingly. The US would probably see their joining the CS as illegal (they join only after CS forces have conquered them -> forced secession) and would try to force them back into the North. Not to borrow to much from Mr. Turtledove, but the US in his books does just that to Kentucky after it beats the CSA.

1. I demanded all the border states and the Union accepted, but I didn't get Maryland or Delaware or the rest of Arizona/New Mexico. WAD?
2. The Union didn't lose its cores on Missouri and I didn't gain cores on Missouri. Same for West Virginia, but I think that's supposed to happen.
3. Is the Conscription Act event a bit too much? I brought the war to an end in July 1862 and still had a couple of divs undeployed and no land lost but W.Va. and the half of Oklahoma.
