Hello,
what are your specs? The crackling is possibly caused by low FPS.
•Maybe your PC doesn't meet the system requirements of the game.
•If you have an Intel processor, make sure if the preferred video card is not the integrated GPU. (Right click on your deskop at any empty space ---> Go to NVidia Control Panel ---> On the left side, select "Manage 3D Settings" ---> At Program Settings, click "Add" and select Cities: Skylines (Cities.exe) ---> There should be an option to select preferred graphics processor, choose "High performace NVIDIA".)
•Many people with NVidia GeForce 900 series cards have reported low FPS (maybe a driver issue?).

I'm assuming you are using a sound card. I know a lot of users have reported this issue over and over. If you have the latest drivers, maybe try older drivers, or uninstall drivers completely and let windows update install a generic driver.

Lastly remove the sound card and uninstall sound card related software and use the integrated sound of the motherboard.
