A middle ground would be great. Agree.Why not making it 2K ?
A great XVIIIth century citadel defended by a mere 8000 men does sound a bit flimsy.
Sieges involving Vauban citadels usually involved 10 to 20k defenders.
Garrisons are 1k * fort level. 5k did not work balance wise. You need 3k troops to besiege 1k garrison though.
They do not use manpower, but local manpower of province has a big impact on garrison reinforce rate.
Why not just take the suggestion I made a while back:
Basing the maximum garrison size on the province manpower development something like maximum garisson size = (1+.25*md)*1000*level where md = manpower development and level = fort level.
That way you can get some uberforts but not everywhere and it also makes forts a specalization building similar to pretty much all other buildings.
That would be too micro-intensive IMO.I suggested something similar to make forts more diverse, actually; turning the forts themselves into a miniature building interface with smaller buildings you could construct within them. Basically, make it like CKII castles where you can build small upgrades to a fort to affect it's garrison size, defensiveness, morale, recovery rate, and so on, all dependent on the rank of the fort (so you could build all tier one upgrades to a fort but not tier two upgrades until you build the next level) and slightly increase the upkeep.

Another idea would be that fort have a minimum and maximum garrison size.
Minimum would be the basic garison filled at all times for the fort to function (ex 500 per level),
Maximum would be the maximum amount of soldier you can fill into a forts to defend a position (ex 2k or 3k per level).
Citadels for instance didn't have 16k soldiers at all time manning the fortifications, it would have been much too costly to keep them here at all time, however when the need arose a 16k soldier army could easily take position inside the citadel to fend off a larger attacking party while waiting for reinforcement (siege of Lille for instance).
This could enable interesting strategies. For instance at peace time i have 16k troops stationned in Champagne, and if Austria declare war on me i could quickly send them to Metz to occupy a fort and prevent enemy advance while the rest of my armies gather to push back the enemy or try to defend the fort if austria commit into a siege.
