I am Austria, I am doing fairly well, but I have a lot of rebels. I have always +2 stability, but I do have a lot of german minors (protestant). However, I almost constantly get rebels, is this because of religion. I have been at war for a while too, where can I check war exhaustion? thanks

If you hover over your revolt risk in a province it will say something like:
Warexhaustion +3.

Enter the window with research progress, move your mouse cursor over stability bar and wait for a second. You should see information on stab cost and investment. If you have war exhaustion, there you will see something like this;

Code:
Monarch administrative skills +12
War exhaustion -6

That means your WE is 6.

If you enter a province and click the town hall (is it a town hall?) you will see a lot of info on the province, one of them is the revolt risk. Move mouse cursor over it and wait until it tells you, why people are angry (or happy) and what is war exhaustion in this province (since it may vary prov to prov).

As everyone else has said here, you can just go to the town hall thingy and hover over Revolt Risk - it will tell you how much War Exhaustion you have.

Generally (although I have no hard evidence to back this up), your core provinces suffer less war exhaustion that your non-core and non-culture provinces. For some reason when I play, it seems like my non-core provinces will have +8 War Exhaustion while my cores will be at like +3.

Anyone else experience this?

Also, check your religion sliders. As Austria, you should be fully tolerating Protestants and Catholics. As for the Reformed and Moslems....let the infidels burn :)

AFAIK non core provs have +50% WE. However a post in a thread quoted below says it is +100%. Isn't is also that dow makes automatically +1 WE in non cores? I think so.

I checked the info on versions 1.08 and 1.09 again. For 1.08 there is a section on RR, WE, and related matters. It says that WE is 1.25 times normal for state culture and state religion, non-core provinces. For non-core provinces that are not either correct culture or religion, WE is 1.5 times normal. I did not see anything in 1.09 that changed this.
