I am pretty sure it is either that or the old "Sleeping On Poop" Doctrine.

SOP is as above.. and used casually it means something like "predictable".

"Do you think they'll do XYZ?"

"Well, that's SOP, so they should [do XYZ]."

But in your example, SOP could mean something else, I suppose, but I never heard SOP mean anyhting else.

Oh.. and you don't say "sop", you say "S-O-P".
