Your empire needs 0 administrator's and everywhere you have an administrator a scientist is always a better choice and gives you more value so its a civic that should never be taken.

And if you are infact trying to do some kind of unity build then again you won't be doing it with Administrator's you would be doing it with Exalted Priesthood + Priests

Priests are considered Administrators (as are most jobs that primarily produce Unity, except for Bio-Trophies).
