I must say that despite my previous speech I did not mean to imply that the Italian integration negoations would be abandoned. On the contrary I wish to someday see the Italian Republic integrated within our great nation just as much as I hope to restore our current Italian brothers as true members of the republic. Sadly, the terms that were negotiated by the previous administration before the Great War were grossly unacceptable and would have served to do nothing but to weaken Germany via an embarrassing giveaway of land. I will not abandon such integral and long held parts of the republic anymore then I would abandon my right foot. Consistent with this belief I introduce the following legislation:

Republic Preservation Act
  1. The Forign Minister will be forbidden from surrendering land to another nation in time of peace.
  2. The above requirment may be overridden by a 3/4 vote of both the Assembly and the Conclave
  3. Such a vote can only be initiated by the Foreign Minister.

There is only so much a Reichstag can do to tie the hands of a future Reichstag. It seems to me that if the proposed Republic Preservation Act becomes law, that the first thing a future Reichstag, which wished to approve a transaction that seems to violate it, would do would be to repeal the Act by simple majority vote in both chambers, the exact same vote that would be needed to approve the transaction.

I ask the Chief Justice to give his opinion of my analysis.

Gutfreund, Chancellor

Herr Chancellor,

Your opinion is quite correct. The ease of repealing legislation in the present system means that the 3/4s mandate would be easily countered.

I call for a vote of no confidence against the Foregn Minister for his reckless disregard for the will of the German government and the Italian people.

-Herr Liberator

All members of the Assembly only must now vote on the no-confidence proposal submitted by Herr Meningen.

Herr Meningen, the Foreign Minister is a member of the government -- his will is the will of the government.

I have the upmost confidence in the Foreign Minister. Now if disgruntled members of the Reichstag would stop throwing around no confidence votes every time they mildly disagree with something, we could get some things done.

Except that he has repeatedly defied the Chancellor's wishes. Why the Liberals still maintain a coalition with the Conservatives is completely baffling.

I of course vote no confidence.

give me examples of the Foreign Minister failure to follow the will of the chancellor and the people?

Alexander Von Smithereens

Nobody will do your job of investigating for you, good sir. Myself (Chief Historian of the Reichstag) and the other bureaucrats have our hands full. Speaking about this, we shall be publishing an update on the leadership of the Reich very soon, as well as the current Stadtholders and Assemblymen. Thank you.

Chief Historian of the Reichstag

This list does not show every Chancellor to ever govern Germany, but it expressly demonstrates where the power of state lies. The Consuls of old, and the modern Chancellor share more than the Reichsprasident does with the Consul. After 1829, we begin with Chancellors of the Republic, rather than the Consul, whose office was abolished. This list should form a concrete continuity of state, beginning with Herr von Werl's overthrow of the Hohenzollerns in 1714 to the current ministry of Herr Gutfreund.

Of note, those whose historical records fail to mark a specific political affiliation are marked as Nonpartisan; those who are considered "Free Candidates" in the early Republic are marked as Nonpartisan. The Young Bavarians are simply the Imperialists with another name, as per historical records.

This latest update makes known to the Reichstag lists that Herr von Leute was killed in an attempt of insurrection; and the entrance of Herr von Smithereens into the Reichstag. Thank you. If there are any mistakes, please leave a message with my office, and we will revise it ASAP.

As well, common colloquial names for some notable figures have been included:

"Staatsvater" for Herr von Hohenzollern, (State's father)
"der Schreckliche" for Herr Arndt, (The Terrible)
"der Märtyer" for Herr von Bern, (The Martyr)
"der Eiserne Kanzler" for Herr von Bismarck, (The Iron Chancellor)
and "der Befreier" for Herr Meiningen, which he commonly goes by in day-to-day mail. (The Liberator)

16 November 1696: Kaiser Friedrich IV declares the Republic; he would declare himself a dictator in 1703; thus we represent it with a different entry.

Reactions:
As we dawn on the 20th century, I do wonder. Why can one vote at age 18, but not represent their country, their friends, families and community in the Reichstag at that age ? I do know this has been shot down in the past, but I propose the following :

A new century, a new generation :

1: The right to be elected will be lowered to 25 years of age. Let us allow the young in and allow them to share their views. Nowaday, most Germans are literate and more then able to gather support from their people, and ready for politics as any 30 year old. This will be a five year experiment which will be enacted on the first of january 1900 and last untill 31 december 1904.

Let us try this and let us have a new, fresher, more modern view on politics.

Alexander Von Smithereens

1. He did not want to sign the peace plan with the Scots even though the Chancellor and the majority of the government did. A refusal to sign such peace may have led to defeat against France and the Byzantines.
2. He is opposing the agreement the Chancellor made with the representatives of Italy.

I am baffled why he still has his post even though he has embarrassed the Chancellor and the Liberals at every turn

The Italian agreement, particularly where handing over such vast amounts of land to Rome is concerned; is absurd. And this is speaking as an Italian.

to his excellency the chancellor
have we created a secretary of the navy post or something similar? If not we definitely should for the Deutsche Marine .

I would like to propose a legislation relating to the navy

the naval department creation act

  1. the department of navy will be created
  2. The navy of the republic will be controlled by the department of navy and not by Ministry of War or the Großer Generalstab during war and peace
  3. the naval department will report to the chancellor and the assembly/conclave
((the name should be Führungsstab des Heeres or Kommando Heer, KdoHeer instead of Großer Generalstab ?))
