Apennine Integration Act (AIA)

Article I. UNDERSTANDING of the disastrous, misguided devolution of political powers to the Lombard ethnic group on the Apennine Peninsula (defined as all of Germany south of the Alps), the Reichstag of the German Republic resolves and ratifies the following.

Article II. Upon ratification of this bill, the ' Second Italian Home Rule ' act shall be declared null, void and completely repealed with the fullest extent in which it may be repealed. The Presidency of Italy shall be immediately dissolved, and the Parliament established by the Italian Home Rule Act shall be henceforth immediately dissolved.

Article III. Any and all future bills pertaining to the devolution of power to ethnic groups or regions of the German Republic must receive the recommendation of the Minority Commission and be ratified by two-thirds of the both houses of the Reichstag to gain the force of law.

Article IV. The Minority Commission shall be reformed to include two representatives from each minority ethnic group in Germany. This Commission shall not have the force of law, but shall, annually, deliver to the Reichstag of the German Republic an update on any grievances, concerns or problems being faced by the ethnic groups of Germany. All members of the Minority Commission shall be appointed by the Reichspräsident and Reichskanzler, and be confirmed by a majority (half plus one vote) in both the Assembly, and the Conclave.

Article V. Devolution bills, if repealed or defeated, cannot be proposed again for at least one full election cycle, as to prevent legislative cluttering or incessant attempts to shoehorn bills into law.

With understanding, thusly ratifies the APENNINE INTEGRATION ACT.

Gentlemen and gentlewomen of the Assembly, and Stadtholders of the Conclave.

I come before you conscious of the honor and privilege I have been given to serve as the Chancellor of our great Republic. I pay tribute to my immediate predecessors who have used this office to bring to us unprecedented peace, prosperity and innovation, and pledge to continue in the path that they have pioneered.

To that end, it will be the policy of my government to obtain and maintain the superiority of German military and naval forces over those of any possible rival, while at the same time seeking good relations with all who would be our friends and trading partners. We will not seek to expand our borders, but we will defend what is ours and our friends will all the might we can bring to bear.

Domestically, we will continue to review possible reforms, and will bring to the Reichstag those which make both social and fiscal sense.

Your government is not the font of all political wisdom, despite the impression we might sometimes give that we believe that to be the case. Accordingly, we invite members of the Reichstag to offer their ideas for consideration and debate, and will support those that seem to us to be in the best interest of the Republic and its citizens. That being said, the recently proposed Appenine Integration Act does not even come close to meeting that standard, and I personally recommend that it be voted down.

It is with regret that I must say the investigation into the assassination of Herr Victor appears to be all but closed. My tenure as Commander of the Gendarmerie has made me realize the institutional problems involved with the role and the difficulty in bringing assassins to justice. I intend to work with my successor Herr Meningen over the issue of restructuring and preventing this incident from occurring again.

The non disclosure of all political and personal information is worrying, and I would like the debate around his/her gender to be cleared up once and for all, if it would not 'trouble' Von Leute too much to attend one of these meetings. Furthermore, in aid of this I would like to propose the following bill: my first in the Reichstag. It is a simple bill, one I hope all can agree on. The people deserve to know about their representatives in order to make an informed choice.

All members of the Reichstag are required to submit full personal details, including gender, date of birth and place of birth, to be made publicly available. Failure to do so will result in being ineligible for public office, and removal from any position held there.

I agree with this idea and see it as a necessary step. This von Leute situation harkens back to the strange Linder fiasco of the early republic.

I wish to inform the Conclave of Stadtholders that the DSU does not support this government and only wishes to secure stability and peace to the nation, if the Government does not continue their warmongering and asocial policies. Furthermore, the Minister of Interior has the right to appoint the Commander of the Gendarmerie and I will not be a liberal lapdog and appoint an incapable man for this important function, most certainly now, in the middle of murder investigation of Herr Victor. Thus I wish to reappoint Assemblyman Otto Kant as Commander of the Gendarmerie, if he wishes to serve another term.

Sir, this is confused thinking – and I shall afford you the benefit of the doubt in assuming that you are merely confused, and not hypocritical. If you oppose the government, you would not be in it. This is a simple fact. By definition, you would have to be a part of the opposition – themselves defined simply as "not the government".

If you wish to give us some buncombe about "doing your patriotic duty" by coming into the ministry, then fine. I tire of it, personally, but I am an old man who is growing increasingly less relevant and I have tired of a lot, and there is nothing inherently wrong in such a declaration. But you should not be under the impression that any of us are duped by this paradoxical nonsense; either you oppose the government, or you are a part of it. If you are a part of it, one is obligated by patriotism to support it and try not to see it collapse.

I fancy that what you are in fact trying to elucidate is that you do not wish to be in the government. This is understandable – laudable, even; whereas your socialist principles tell you otherwise, you feel obliged to join the ministry in order that it may survive. But there is a nuanced difference between opposing something and disliking something.

So please, do not try and curry favour with the sizeable anti-liberal constituency by distancing yourself from a government of which you are a part. As I say, it appears confused at best and hypocritical at worst. Rather, assume every single one of the responsibilities that go with you having done your patriotic duty and go about governing without dissent.

As easy as it makes our job as actual members of the opposition, I fear for the Republic if every few days her ministers are forced to pick themselves up and dust themselves down having tripped over semantics.

Once again, the Liberal establishment announces a government without actually acquiring the support of its constituent parties.

But perhaps Herr Doktor von Bavel-Timmermans could clarify. When he says that "the DSU does not support this government", does he mean that this proposed government is unacceptable to the party and they wish to re-open ministerial negotiations? Or does he simply wish to express a begrudging dislike of the Liberal establishment to assuage his voters, while he remains happy to take his place among them as a coalition partner?

((I am still KPD.. those are just my characters personal beliefs..that New Colognian sub movement does not want violent overthrow of the government but for the rest their political views are largely the same as the communistic political views.. that is why I am a KPD member..))

To both Herr Von Leute - who I have no doubt will be told of every detail of this speech - and Herr von Silesia-Glogau, who is here in the Reichstag, I will say the same thing.

The people of Germany must be able to make an informed decision about the candidate they wish to elect. When key details such as date of birth - bearing in mind constitutionally all members of the Reichstag must be 30 years of age or higher - are not disclosed, it is doing a disservice for the people. All I ask is certain basic information be provided so members of the public can make a more educated decision about who they wish to represent them here in the Reichstag. I do not see how providing this would threaten your position whatsoever, unless of course you are under the required age limit in which case you are not allowed to hold a position in the Reichstag. If you wish for this law to change so you may represent the people of Liberia, then I am sure you can find someone willing to sponsor a bill to that effect.
