I cannot imagine in what way being held up by a nation-wide rebellion is "suspicious", Herr von Hohenzollern. Do you truly question my loyalty to Germany? Do you really think I would support these despicable Socialists in their efforts to destroy the nation? Truly, I hope that if my actions over the past years have shown us anyting, it is that I am the least suspicious person in these Chambers and the least likely to advocate armed rebellion.

Given the circumstances under which this amendment now serves as a hindrance to the UAI's ability to cast a vote, I must ask for a reconsideration of the issue.

It's a sad day for Germany when a monarchist will openly pledge an oath to the Republic but a liberal will not. It would seem that those of the left prefer to pledge allegiance to ideas over nations, a dangerous thing after witnessing a socialist rebellion nearly destroy the capital.

I regard the swearing of oaths to be a juvenile and useless practice; nevertheless, because I am in truth a patriotic supporter of our Republic, and because I wish to maintain my political voice, I swear as required by the new law.

The Sozial-Liberale Demokraten are a faction in the Conclave of Stadtholders, lead by former Minister of Education Franz von Bavel-Timmermans, wishing to remain unaffiliated between the far left Sozialistische Partei and the Nationalliberalen Partei Deutschland and the Ungar-Ash Initiative, most members are former Sozialdemokratische Arbeiterpartei members, who left the Sozialdemokratische Arbeiterpartei after it became the more left Sozialistische Partei, but the Sozial-Liberale Demokraten also contains members of the Ungar-Ash Initiative and Nationalliberalen Partei Deutschland, who sought to transfer from the more classical liberal ideologies to the social-liberal ideology.

On Economic Affairs
The Sozial-Liberale Demokraten promote State Capitalism, not as primary goal, but as temporary goal to Partizipative Wirtschaft, which is based on the prinicple that all persons should have a say in decisions proportionated to the degree to which they are affected by them. This prevents misuse of the current economc conception of economic freedom by planning boards and this will help planning boards, for an individual is in no way able to calculate and use all information that is needed to make an important decision correctly, therefore, in Partizipative Wirtschaft, the invidiual can relly on the participants for advice and other help. The underlying values that Partizipative Wirtschaft seeks to implement are equity, solidarity, diversity, self-management and efficiency. The institutions of Partizipative Wirtschaft icnlude workers' and consumers' councils utilizing self-managerial methods for making decisions, balanced job complexes, remuneration based on individual effort, and participatory planning. However, this worthwhile economic theory cannot be supported without much needed Governmental support, therefore the Government should act as aide and advisor for businesses to help them transition from the current economy systems to the Partizipative system, which will profit not only the capitalists, but also the people working for them. The people and capitalists will recieve profit due to the primary principle of Partizipative Wirtschaft, reward for effort and sacrifice. For example, mining work, which is undeniably dangerous and uncomfortable, would be more highly paid than a low office work for the same amount of time, thus allowing the miner to work fewer hours for the same pay, and the burden of highly dangerous and strenous jobs to be shared among the population, aditionally, Partizipative Wirtschaft would provide exemptions from the compensation for effort principle. People with disabilities who are unable to work, children, the elderly, the infirm and workers who are legitimately in transitional circumstances, can be remunterated according to need. However, every able adult has the obligation to preform some socially useful work as requirement for recieving rewards, albeit in the context of a society providing free health care, education, skills, traning and the freedom to choose between various democratically structured workplaces with jobs balanced for desirability and empowerment. Therefore the Government needs to take the helm and show the industry and business sectors a new form of economy, which they may adapt to, they would be supported by the Government if they do, for the good of not only their company, but the people working for it. This ambitious plan cannot work without the freedom of trade, without which the potent industry and economy of our Republic would be left crushed, therefore the Government needs to protect the freedom of trade, for the good of not only our economy, but our people, who should not have to bear the burden of government subsidies and protectionistic policies which would only increase taxes.

On Personal Affairs
The Sozial-Liberale Demokraten believe that religion should be a personal matter and that the Government has no place in religious affairs, that religious affairs have no place in Government and that the Government should not encourage or discourage the practise of any and all religions, therefore the Sozial-Liberale Demokraten promote a secularized state, where all religions can be practised in peace, without Government intervention. The Sozial-Liberale Demokraten also believe that all citizens of the Republic should recieve and adhere to all rights, privileges and limits given to them in the Constitution and Laws of this Republic no matter their culture, descent and religion, the Sozial-Demokraten also believe that immigrants to the republic should recieve the chance to naturalise themselves, rather than to remain a secondary citizen for the remainder of their residence in the Republic.

On Martial Affairs
The Sozial-Liberale Demokraten believe international disputes disputes, like the Cornwall Question, can and should be peacefully resolved and the faction calls for the rejection of the use of physical voilence to obtain political, economic or social goals, like the socialist militants, and the obliteration of force. The Pacifism of the Sozial-Liberale Demokraten are based on pragmatism. The faction holds that the costs of war and interpersonal voilence are so substantial that better ways of resolving disputes must be found. However, if the foe is willing to hurt others, to an exstent of where the non-voilent route is more destructive than the voilent route, the Government should always follow the less destructive route, even in short term, it is the most destructive, but it is safer if both sides of the argument, from international diplomacy to families, oppose the use of force, despite believing that they are the right party, to prevent harm and more unneeded conflict.

The first round of Presidential elections is over, and no individual has earned the 301 votes necessary to win the election outright. The top three vote earners are:

3. Franz von Bavel-Timmermans, SLD ((TJDS)) -- 21 votes

The Supreme Court has records of all previous votes; only those people who wish to change their votes need submit a second ballot. This round will last until 10 PM Saturday at 10 PM CST (-6 GMT), or until one candidate has received 301 votes, whichever comes first.

I pledge myself to the government of Germany, like any true patriot should.

I shall cast a vote for myself.

As for what I shall do as Reichprasident, I shall lead Germany into a new period of peaceful imperialism, as in I shall not lead us into another preventable war. We shall reduce the strain on our people, reducing taxes where possible, and encouraging education. We will work towards peaceful conclusions, but at the same time not compromising our national honor.

The economy, which is the most important thing to look after in peace time, is well within my knowledge of government, and therefore I can ensure that the finances of the nation shall not be at risk.

The nation's military will be maintained, and increased only if it can be afforded, and if it is necessary (say our most obvious enemies are more powerful than us).

Finally, I believe it is time for a peaceful, strong, and wisened hand to lead Germany.

In detailing my political beliefs and plans of action as Reichspräsident, there are many things I could talk about.

I could express my support for state capitalism, for the reinstatement of the State Planning Commission that made the Republic the industrial powerhouse it is today. I could display my opposition to Separatism and so-called "Home Rule" - to divide the Republic makes the Republic weaker, and so makes every one of us weaker and poorer. I could make grand sweeping statements about the things I would do and how much better life would be for everyone if I were in power.

Yes I will do none of these things, for the position of Reichspräsident covers none of these things. Decisions of economic policy, administrative affairs, or social reform - these decisions lie not with one man, one Scottish-Tyrant-style head of state, but with the elected representatives in the Assembly and the Conclave.

For that is the country we live in, my friends - the world's oldest true democracy. Though Jacobins and Marxists have set other nations aflame in their own struggles for libertion and suffrage, we must not forget that we were here well in advance - and even Karl Marx, that Jacobin thinker, has described the Republic of Germany as the "world's truest democracy". I love the Republic, and I truly believe that what we have built here should not be cast aside.

And throughout the proposal of the Reichspräsident Bill, I have sought to preserve the established structures of the Republic - first by setting myself and my party against the Reichspräsidential Commission as it was being drafted, then by opposing the bill as it was being voted upon. I wish to continue to do so by setting the tone of the position as your first Reichspräsident, establishing precedent by only acting as the intended check on the powers of the Chancellor and opposing further 'expansion' of the executive powers.

Franz Wilhelm von Bavel-Timmermans (born Frans Willem van Bavel-Timmermans) was the only son born to Johannes van Bavel-Timmermans, a factory worker, and Anna Steenkamp, a private teacher for the children of a wealthy businessman, on the 18th of October in 1825. Franz was a smart boy and thanks to a scholarship, his family couldn't have paid for his studies, he could go to the Univeristy of Leiden to study law and economics, in Leiden he came into contact with various important Dutch liberals, who convinced him to become member of the Unger-Ash Initiative. After he finished his studies, Franz moved back to Rotterdam, to (financially) support his mother, after his father had died in a factory accident. In Rotterdam, he started a small law firm, Bavel-Timmermans Advocaten, and a newspaper. Die Volkszeitung, due to which he became known as one of the most stubborn and best lawyers in Germany. Due to his work as a lawyer and his work as aide for the UAI aldermen and mayor of Rotterdam, he was offered the chance to run for Alderman of Rotterdam under the UAI banner, which he more than happily accepted. Franz' work as Alderman for Rotterdam mostly involved social laws, including work place safety, to prevent a repeat of his father's death, due to his work, he became known Red Liberal and he became more left out of the decision making about the UAI City policies, due to the strong classical liberal sentiment in the party.

When the SDAP was created by Herr van Gogh, Franz was one of the first members of the party, therefore, the SDAP decided that Franz should run in the Stadtholder by-election of Rotterdam, since he would lose his seat in the city council of Rotterdam, due to his change in party affiliation. The results were astonishing, Rotterdam, long a UAI save seat, elected Franz von Bavel-Timmermans, with 54,8% of the vote, as Stadtholder of Rotterdam, who inturn became the first Socialist member of the Conclave of Stadtholders. Franz would, albeit he knew he would fail, labour for social reform in the Conclave of Stadtholders and when various members and the assembly leadership of the SDAP wished to become more radical, Franz reluctantly agreed, believing that the Social Democrats and Socialist would be stronger united, although the Social Democrats felt they wandered too much to extreme left, this lead to the creation of the SP, which to this day is still lead by an extreme left majority. However, the SP did manage to form a coalition with the NLPD and the New Society, which resulted in the first government with socialist backing. Franz was appointed Minister of Education in Cabinet-Von Schwaben I (II, if you count the Von Schwaben caretaker government), this lead, during the British-German War, to various moral conflicts with the Ministers of the Cabinet, when Franz did not want to implement a military focused research plan, eventually Franz abnegated his resistance and implemented a military plan, but he held the Foundations of the Repubic speech, which, to this day, is widely celebrated as a basis for the German Pacifist Movement, which became a powerful movement in the 20th century. Franz would serve the remainder of his term as staunch supporter and whip of the Reichspräsident Bill and as leader of the democratic socialists, the social democratic counter to the militant socialist revolution near the end of the cabinet. After the militant socialist were defeated, Franz was expulsed from the SP, the reasons were never made public, but a popular rumor was that von Gogh was one of the secret leaders of the socialist revolution and that Franz was expulsed for his resistance to the revolution. Franz would, after his expulsion, create the Sozial-Liberale Demokraten faction in the Conclave of Stadtholders to offer not only a more moderate version of the social ideology, but also a medium between the NLPD and UAI on the centre and the SP on the left. Whether Franz and the SLD can work as medium, however, remains to be seen.

After winning much influence among his colleagues in the Conclave of Stadtholders, von Bavel-Timmermans was appointed Minister of Finance in the Von Schwaben National Unity Cabinet in 1876, in which office he would serve till 1879, leaving office as a highly-respected and popular Minister, having cut taxes on the poor and middle class and increased social spending. After negotiations between the Liberal Coalition parties and the SLD failed, Von Bavel-Timmermans turned to the left to mend the schism of Socialists. He would become the first General Secretary of the German Social Democratic Union, the coalition of the SLD and SP. Since the Liberals dominated the Reichstag for much of the first period of the DSU's existance, Von Bavel-Timmermans served as Leader of the Opposition.

This period in opposition would end after a decade, signalling the unchallanged control of Timmermans in the German Socialist Union. First appointed to the Ministry of the Interior, Timmermans successfuly sought to end the overrepresentation of non-German speaking minorities and the working class in the prison system, while also generally improving their abhorrant treatment. Following these years came the appointment to the Ministry of Finance, where Timmermans championed lower taxes for the working and lower middle classes while also simplifying the tax code, which, through ad hoc tax increases by the liberals, had grown to unenforcable size. He then turned to Education, where he forced through various needed reforms like government-subsidized milk for working class schools.

Then, after 43 years of service in the Reichstag, 21 years of those in Government and 24 years as leader of the party, Franz von Bavel-Timmermans, then an unversally respected statesman and figure both in and outside the Reichstag, was appointed Chancellor of Germany of a Centre-Left Cabinet. During his time in office, Von Bavel-Timmermans presided over an economic boom for the middle and working class, while greatly expanding social legislation and welfare. He enjoyed great popularity and the SDAU was returned with their largest pularities in both houses of the Reichstag. However, the conservative liberal Reichspräsident and the Chief of Staff conspired against the social democratic government. Defeated at the polls, the Conservatives rallied around Frederich von Hohenzollern and he was, by executive action of the Reichspräsident, appointed Chancellor without confidence or majorities in either House of the Reichstag. The SDAU quickly moved against the new government and forced another election, the 1908 General Election, wherein the SDAU was returned with their majorities. The Reichspräsident conceded defeat and Timmermans was appointed Chancellor a second time.

Having presided over the German victory in the Second Weltkrieg and the establishment of a new constitution by his political protégé Edvard Tusar, few know what the now aged Chancellor is going to do. If he were to run for a third term, he would undoubtedly be victorious, but many political commentators find it more likely the Chancellor shall run for the office he personally help establish, the Reichspräsidency.
