I consider Herr von Altmark a personal friend, and I will never forget his authoritative and decisive actions in the recent uprisings, as well as his investigations into the deaths of Chancellor Bern and my cousin. His recent actions may have been a trifle extreme (and thank you, Chancellor Bismarck, for your influence in having Dr. Fellman released), but I believe his heart is good and that he was only doing his best. Furthermore, this talk of "no confidence" is preliminary, as he is responsible to the Conclave, not the Assembly. Only the Conclave may initiate proceedings against him. I certainly will not do so, and would vote against any measure which intended to remove him from power without more justification than his perhaps excessive zeal to pursue justice.

Regarding my financial ministry proposal, I fear I was indeed getting ahead of myself -- I withdraw the portion of my proposal with involves war with Pomerania. Certainly, there shall be time for that later, and I reserve the right to reintroduce the proposal in the future. As for my request to annex Champagne, that remains the cornerstone of my 1854 foreign policy. ((So, keep voting on that one. It is Assembly only as we merely seek to add an additional war goal.))

((I think there may have been some confusion. "The really very conservative member of the Reichstag" was simply a vehicle to allow me a bit of fun with the recent imbroglio. He wasn't an actual character, and I have neither killed off Dhr. Servatius van Kloetinge nor forgotten about him.))

I thank the honourable gentleman for this observation, but observe in return that the Assembly is hardly prohibited from commenting on such events. I sought merely to encourage the Conclave to take action against the increasingly erratic behaviour of the Minister.

Furthermore, I propose the following Constitutional Amendment, to prevent the use of the Minister's powers for purely political ends:

A member of the Reichstag may not be arrested so long as they remain within the Reichstag. If an authority would otherwise be able to legitimately arrest them, they may request that the Sergeant-at-Arms of the Reichstag provides the Member with an escort at all times, to prevent them from fleeing or committing violent acts, &c. They would remain able to vote on matters pertaining to their House. They must be immediately charged with a crime, not simply placed under these restrictions on grounds of suspicion, and their trial must be carried out in the courts attached to the Reichstag. Said trial must be adjourned for any vote taking place in their House.

Their House may, with a two-thirds majority, vote to prevent them from:
Speaking in the House.
Communicating with persons who are not Members of the Reichstag.
At the House's discretion, any other restriction that does not infringe the rights above.

I am shocked at the dramatic actions of my comrades here. One would expect men who represent the republic to comport themselves with diginity.

In any case… *clears throat*

Due to our being at war, funds for our industry are no doubt limited. So my industrial plan for the next year will consist in updating our railroad plans.

Main Line 1 - The Picard Line shall remain unchanged, connecting Nuremberg to Brussels along the route Nuremberg-Heilbronn-Karlsruhe-Kaiserslautern-Saarbrüken-Trier-Spa-Liège-Brussels-Antwerp-Middelburg.
Main Line 2 shall also remain unchanged, connecting Nuremberg to Aalborg along the route Nuremburg-Würzburg-Fulda-Kassel-Minden-Brunswick-Lüneburg-Lauenburg-Kiel-Flensburg-Aabenraa-Esbjerg-Aalborg.
Main Line 3 shall likewise remain unchanged, connecting Nuremburg to Radom along the route Nuremburg-Bayreuth-Chemnitz-Dresden-Görlitz-Liegnitz-Troppau-Kattowitz-Kielce-Radom.
Main Line 4 shall be changed when the war with France is won, connecting Nuremburg to newly-won Moulins along the route Nuremburg-Heilbronn-Karlsruhe-Straßburg-Épinal-Besançon-Dijon-Moulins.
The Straßburg-Metz-Nancy branch will be sold to private investors.
Main Line 5 shall be extended, connect Milan to Campainia along the route Milan-Parma-Modena-Florence-Siena-Perugia-Aquila-Foggia-Potenza-Catanzaro-Campania.
We should also persue right of way from the Papal States ((military access)). If that can be secured, Main Line 5 would instead run Milan-Parma-Modena-Florence-Leghorn-Grosseto-Viterbo-Rome-Gaeta-Naples-Salerno-Potenza-Catanzaro-Campania.
In either case, this line should be named for my lately departed uncle, the originator of industrial success, becoming the Meier Line.


Finally, we should achieve Chancellor Picard's dream of a sixth Main Line, connecting to Nuremburgto Vienna: Nuremburg-Inglostadt-Landshut-Linz-Sankt Pölten-Vienna

Herr Meier, will our acquisition of military access allow us to construct railroads on Papal soil? I'm afraid my knowledge of industrial law is a bit fuzzy these days.

Industiral law is a tricky and touchy field. If we get the access I wish, we might merely be able to move our troops along the Papal States' rails. But they might also allow us to invest in their railroad companies. If we are allowed to do so, we should.

As for the files, they were in "My Documents\Paradox Interactive\Victoria II\saved battle plans\GER". I'm pretty sure if you put them there, you should be able to see them as saved battle plans and import them. ))

I support the vote of no confidence against Herr von Altmark. I recommend he take some time off before he return to duty, as he is obviously ill.

Nay to acquiring Champagne and Nay to declaring war on Pomerania. We are already seeing the results of non-stop war as the Reichstag threatens to collapse from exhaustion and internal bickering. How much war can the people of the Republic take?

Even highly intelligent children don't learn until they are no older than five. This is completely and utterly ridiculous. Almost as ridiculous as shooting a sign in the middle of a congressional meeting, almost as ridiculous as suddenly buying a bunker when this game does not factor that kind of information into anything, and almost as ridiculous as 'being the varys' of this iaar. Oh and don't forget after being detained you successfully got a gun and shot yourself.))

With the illuminating discussion I had with Stadtholder Meier earlier today, I request permission from the Assembly to pursue an agreement with the Papal States to either secure right-of-passage through Papal Lands or invest in their railways as a precursor to signing an economic agreement with them. ((So, MA with the Papal States or sphering them through diplomatic needs, using investments to help shift things in our favor.))
