((Deutsches Heer would probably be the correct term.))

"Belgium" is, as I understand, is a region at the western edge of the Empire. It is a strange confederation of Flemish, Wallonian provinces. However, this is just my understanding of the geographical term. The actual definition is somewhat confusing.

-Another random member of the Assembly

I imagine it's derived from Belgica, the old Roman name for the region.

I vote yes to the ammendment presented by von Hohenzollern and no to Dr.Fellman's.

I would like to start my action as Stadtholder voting Yes to both proposals and suggesting the Foreign Minister that, in honor to my father´s memory, we increase our demands to France in this war demanding another territory for Castille, as Valencia or Catalonia, their legitimate owners anywhere. We must honor the blood of those like my father who have died in this war.

I agree with Herr Stauffenberg. This is a great opportunity to weaken France by forcing them to surrender land that does not belong to them. Also my condolences to your family, Herr Stauffenberg. Your father was a great man, one of the few who backed up his words with action.

((LatinKaiser: The only change has been to non-secret ballots.))

Stadtholders and Herren, I shall present my foreign policy plan as soon as voting on extant matters is complete. I thank you for your input. I can, however, say that Castille does not appear to have any legal claim to any territory apart from that which she is presently pursuing. I agree that our present successes in France could be exploited, however, and I will think on this.

And, of course, I agree to Dr. Fellman's amendment, provided my own passes as well, as without the necessary legal underpinnings for martial law, I fear his amendment will be fruitless. For the moment, I shall abstain.

Michael von Hohenzollern

((While Spain has cores everywhere, Castille does not. I'm hesitant to put us in a situation where France goes to war with Castille every five years.))

The Corps de Gendarmine shall be compelled to accept any surrender that does not affect government structure or needlessly endanger lives.
Those rebels who stand down will be given amnesty to the crime of High Treason but, not to lower crimes that they have committed.

Are we actively trying to encourage rebellions?! Or are you yourself a traitor? NAY to this ludicrous sign of weakness.

Meanwhile, although I am loathe to give this power to the current traitorous government, Martial Law is an essential tool in keeping law and order prevalent in Germany, and in fact, it is the exact opposite of what the above bill seems to imply. So Aye to Martial Law.

- DDr. Gotha

I vote yes on both amendments. These are sensible proposals to formalise the powers by which the Minister of the Interior may suppress rebellion, but which do not see a bloodbath as the only possible outcome.

While we opposed the war with France, I am as relieved as anyone to hear that German forces have met with victory, and applaud the skill of our generals.

Although the Chancellor's silence on these issues is a bit odd, the vote of the New Society's portion of the Conclave is mathematically irrelevant.

Both bills pass unanimously in the Assembly ((first time it's ever happened!)) The Martial Law Amendment passes with 74 votes in favor, 5 votes against, 21 votes abstaining. The Internal Security Act passes with 63 votes in favor, 16 votes against, 21 votes abstaining. ((This includes my vote formally switching from abstention with the passage of the first bill.)) Both are now the law of the land.

Chief Justice of the Supreme Court

((Brothersid: I cleaned up the language of your bill before adding it to the OP -- please do verify that it is entirely in keeping with the spirit of the original law.))

As both my amendment and that of Dr. Fellman have passed, I offer you my Foreign Ministry plan for 1854.

First, to the Assembly: I would ask the right to claim the territory of Champagne ((acquire state CB)) for our Republic. This will solidify our own borders after the addition of Bourgogne. Anything which makes France weaker is good for Germany, and should enable Castille to carry on with her own claims in the future, should she have any, without German assistance.

Second, to the Reichstag as a whole: I know the people of Germany have fought courageously and valiantly, and that many would like to rest on our laurels after what I am sure will be a glorious victory for our country. However, there are Germans outside our borders which claim our protection. Pomerania, once a Great Power, has fallen on hard times. Some years ago, Poland annexed her eastern half. Moreover, since time immemorial, Germany has laid claim to the western provinces. The Germans there wish to be part of Germany, but their government repeatedly blocks any attempts to allow a peaceful annexation by our Republic. (I have heard rumors that the Poles have spent thousands of pounds in bribes to prevent precisely such a vote.) This cannot continue. Therefore, it pains me to request a declaration of war on Pomerania ((acquire core CB)). We shall take our rightful lands and nothing more; if the remainder of Pomerania wishes to submit to Polish tyranny, it is no business of ours.

Thank you all for your attention!

The German people have been at war for many years with only brief respites between them I cannot and will not support acquiring more land that will do nothing by extend that war and antagonize the French. Further while I can be sympathetic to those in Pomerania who wish to be part of our republic we must consider the fate of all Germans if we were to take such an action. I believe that it will stifle the peoples of Germany much more than if we were to fold them in to this republic with war at the present time. Accordingly, I vote No to the proposed plan.
((The amendment as seen on the OP is still in line with the intent of the one proposed and passed.))

Aye to Hohenzollern's but Nay to Fellman's proposal.

This man, a philosopher and an economist, knows nothing of the law. He wishes to legitimize terrorist organizations. Non violent or not, any thought of leaving the Republic is treason it's and turns the average citizen into terrorists and subverters of the state.

We cannot legitimize these fringe elements. They are criminals, not thought experiments. We need to treat them as such, and urge all defenders of the republic to do likewise.

Ohh, I pity the lot of you so desperate to hold on to power and relevancy that you call thoughts criminal acts and non-violent movements "terrorists". So poor are these arguments that you could not even convince a single member of your own party never mind anyone else to support it unless they were in the Conclave.

Aye, nothing like a weak hearted philosopher and a traitor like you to understand. But it is by and by now, as the legislation has passed. A such is the democratic system we have, ruled by the few families that we are and one of the most powerful amongst them are the previous royal family.

Nothing quite like an oligarchy to get the blood moving, eh Herr Fellman? Or the idea that we want to become decadent in our strength and victory that some poor Italians can make off with the Chancellery, eh Herr Fellman? Or that my job is to decide which groups are dangerous and which are non-violent, eh Dr. Fellman? Or perhaps even that as ideals spread, people grow more revolutionary. What would stop a large non-violent group from suddenly growing violent, eh Dr. Fellman? We cannot monitor these groups any more, cannot arrest or detain members of these groups any more. What will that mean, eh Dr. Fellman?

Or are you so stuck in your ivory tower that you believe people incapable of terrorism, eh Dr. Fellman? So if a man fell, he cannot be pushed, eh Dr. Fellman? That men who kill our politicians are in no way connected to groups wanting to declare independence from the Republic, eh Dr. Fellman? Are you an idiot Dr. Fellman? Did you buy your doctorate Herr Fellman? Are you a traitor and a sneak Dr. Fellman? Are you working for these groups Dr. Fellman?

I order the detention of Herr Dominik Fellman on suspicion of conspiracy to commit treason.

You will be let free if you are innocent Dr. Fellman, eh Dr. Fellman?

Guglielmo stands up in the Conclave
This is an outrage,You have put yourself up as a defender of democracy. The last time I checked we were not a oliarchywith a few leading Families,as we,The poor Italian scum became members of the Conclave and Assembly. You try to imprison a defender of Liberty and Equality and Freedom for the crimes of giving his opinion on it !To me it seems that not he but you is the one committing treason against the Republic.

I hereby put up to vote to imprison and remove Signor von Altmark from his position as minister due to the crimes of discrimination ,oppression and High Treason.
Guglielmo stands down

You wish to imprison a policeman for doing his job? This is not a vote, this is the law. I ask the Gendarme to detain von Hapsburg as well for questioning to his connections to any separatist organisations. You will be released if found innocent. The law is blind and fair.

I hereby put up to vote to imprison and remove Signor von Altmark from his position as minister due to the crimes of discrimination[...]

The crime of discrimination? What in God's name is that?

von Altmark turns and bows

See what I mean? These bleeding hearts invent laws in order to prevent laws being enforced. It's all quite crazy. If Herr Fellman and Herr von Hapsburg are found innocent than all is well. I just need to check, that's all. Minister of the Interior needs to do his job after all.

Quite right too, old chap!

Having replied to the Minister, the really quite conservative member of the Reichstag proceeds to light a cigar with a £100 note, put his feet up on a kneeling batman and make crude comments to a neighbour about foreigners.

Guglielmo has fled to his safety bunker somewhere in Germany. This the message his courier sent and said

To my nemesis The Cursed Comte di Altmark

I am not a seperatist. You may think so because of my Italian heritage ,but I will NEVER conspire with rebels who want to violently make Italy independent.I do not even want an independent Italian state,But more autonomy.I give you this my enemy, The oath that i will never conspire with any militaristic operations,be them Government steered or by the people.

Signed,
Your enemy
The Italo-German Guglielmo d'Absburgo(DDA)

Before the Gendarmie could do anything, The courier grabbed his gun and committed suicide, keeping the location of his master secret.

((Oh come now, between your accusation and my response you are in a bunker? Kek. I understand wanting your character to live, but let's leave some reality to this forum game, mmkay?))

(( Because I don't know how this is going to play out I will let you know the Fellman if the guards move to escort him out will not resist in any way but to drag his feet a bit to give him time to say his speech.))

Directed towards von Altmark
I am not sure any longer whether to pity you or to despise you. I resolve that both are appropriate. I pity you for you are so insecure in your lack of power that you feel the need to not only resort to attacking me personally both in words and in action even if somewhat indirect. I despise you because a man whom criminalizes the ways with power is the type of man who is most dangerous to the republic.

Said clearly and firmly directed to all those present.

Remember what you see today. Today you see the improsment of a long loyal and fairly elected member of the Conclave of Stradeholders ordered to prison because they dare to speak their mind. Today you see a crazed man with power abuse it. Today you see why The Internal Security Act is essential to the preservation of our republic. Those of you in the gallery are all witness to this and now have a job to do. That is simply to spread the word of what you have witnessed. And you my fellow Stradeholders have a duty to do make sure this man and those who associate with him after this never see power over this assembly again for they use it to disable or hamper the free flow of ideas which forms nothing more that the very basis of democracy.

Directed to Singor d'Absburgo
While we don't see eye to eye on everything it is good to see there is at least one other who believes in democracy and its associated free flow of ideas in this building.

Finally in one final announcement
Don't play his game fellow Stradeholders his is a path that leads to oppressive rule for anyone who dares dissent from the system will be eliminated just as he is trying to do to myself and Singor d'Absburgo now it could be any of you who he holds a grudge against it does not matter to him as you can clearly see.
((Yikes, I expected a harsh response to the "I pity you" comment but not imprisonment. :D))

((Oh come now, between your accusation and my response you are in a bunker? Kek. I understand wanting your character to live, but let's leave some reality to this forum game, mmkay?))
(Okay.))Signor D'Absburgo says one thing before getting arrested.((same way as Fellmann)Beware Gentleman,It wont be long untill this man overthrows the republic and makes a von Hohenzollern Kaiser again. This man is a wannabe Caesar just waiting to overthrow the Republic.Heed to my words gentlemen and save Democracy as our ancestors instituted it.

((Also Avindian,If my current character dies due to these surcumstances,I will directly(if possible)assume control of Ferdinand von Hohenzollern.
Gives me a nice and long Lurker period :)))

Gentlemen, please calm down! Let us focus our energy on winning the war against the French instead of bickering amongst ourselves. I also vote nay to war with Pomerania. Now is not the time to start a two-front war. We may be ready for another war in a year or so, but right now it is, quite frankly, imprudent.

~Friedrich von Hohenstaufen, Chief of the Naval General Staff

((My character was already on his way home from a hard day work in the conclave. My character is like Varys in Game of Thrones,With minions and ears everywhere. so when you ordered his arrest he immeadidly heard and fled.))

((Oy vey. Whatever. If you are going to play that way than I am going to have to play that way.))

von Altmark addresses Herr Fellman as he is being escorted

You are being detained for questioning, you are not arrested ... yet.

That said, I am ordering the detention of the entire family of von Habsburg for questioning until someone finds where that little Italian rat is.

Dr.Fellman hears this as he is leaving the outer edges of the room and his head droops considerably.

You split hairs Altmark, the fact is my Liberty has been stolen by you and at a whim I could be detained nearly indefinitely fora completely arbitrary arrest.

[Chancellor Bismarck angrily slams his hand on a table]

This petty squabbling in the inside of the Reichstag is wholly unacceptable of good German and Italian men! We should not bicker and quarrel like petty children. I oppose any means of detention or dismissal of any of my cabinet members or any Assembly or Conclave men without proper writ of law or cause. I call upon Herr Fellman and Herr von Altmark to exercise civilised restraint for the good of the nation, and for the cabinet. Herr von Altmark, please release Herr Fellmann.

That being said... I believe we must now act to bring Herr von Habsburg into police custody to allow him justify his rash actions. I motion he be immediately dismissed from the Reichstag.

I also vote AYE on the annexation of Champagne, and ABSTAIN on war against Pommern.

Signed,
Otto von Bismarck
