While I must express my disdain for Krupp and his cadre of thugs, I see no reason to not grant them the government contracts to build the battleships. And pfah, liberal cowardice has struck another blow to the heart of Germany; Franz Meiningen is a traitor and an enemy of the people.
 
I am personally and professionally delighted to receive Herr Krupp's generous offer, and recommend its acceptance. ((how is that to be done? make it part of the ministry plan, and it passes if no objection? some other mechanism?))

Further, the Ministry confesses to an oversight with respect to base construction, and adds to its plan the direction to build 10 bases in addition to Kiel to the maximum currently possible ((I think its 5, so Krupp's 6 offer is intriguing; if it is 6--- build build build))

The period to submit new proposals is closed and voting will begin. The ballot is as follows:

Apennine Integration Act (AIA)

Article I. UNDERSTANDING of the disastrous, misguided devolution of political powers to the Lombard ethnic group on the Apennine Peninsula (defined as all of Germany south of the Alps), the Reichstag of the German Republic resolves and ratifies the following.

Article II. Upon ratification of this bill, the ' Second Italian Home Rule ' act shall be declared null, void and completely repealed with the fullest extent in which it may be repealed. The Presidency of Italy shall be immediately dissolved, and the Parliament established by the Italian Home Rule Act shall be henceforth immediately dissolved.

Article III. Any and all future bills pertaining to the devolution of power to ethnic groups or regions of the German Republic must receive the recommendation of the Minority Commission and be ratified by two-thirds of the both houses of the Reichstag to gain the force of law.

Article IV. The Minority Commission shall be reformed to include two representatives from each minority ethnic group in Germany. This Commission shall not have the force of law, but shall, annually, deliver to the Reichstag of the German Republic an update on any grievances, concerns or problems being faced by the ethnic groups of Germany. All members of the Minority Commission shall be appointed by the Reichspräsident and Reichskanzler, and be confirmed by a majority (half plus one vote) in both the Assembly, and the Conclave.

Article V. Devolution bills, if repealed or defeated, cannot be proposed again for at least one full election cycle, as to prevent legislative cluttering or incessant attempts to shoehorn bills into law.

With understanding, thusly ratifies the APENNINE INTEGRATION ACT.

3) The National Flag Act:

National Flag Act

Article I. Upon ratification of this bill, the German flag, which shall be flown from all government institutions, classrooms, and any other government-funded institutions or locations, shall become as follows:

Article II. All persons currently incarcerated for flag-related crimes, shall be granted amnesty.

Article III. A version of the flag, with no coat of arms on it, shall also be considered a proper flag of Germany, but shall not be flown from government institutions as a symbol of the state, as seen below.

Article IV. The flag flown from all ships of the German Navy (Reichsmarine) to indicate loyalty and the sovereignty of the German Republic shall be as proposed. ((This flag does not appear in-game at all))

4) Shall we give Herr Krupp government contracts in exchange for the naval facilities at Kiel?

While I am more willing to resort to government regulation than many of my fellow liberals are comfortable with, I am now and have always been a believer in the benefits of private business being allowed to flourish.
The National Flag Act appeals to me, both for the recognition of revolutionary thought and the awareness of our glorious past. I feel that the current flag lacks both these aspects.
I shall refrain from voting either way on the AIA, because while I stand by the principles of the Second Italian Home Rule Act, I do feel that the Minority Commission should be granted an extended mandate to work for the minorities of Germany.

While I am not against the Greater German Business League's suggestions of a higher minimum wage, I oppose the proposed "pro-business package". We must remember that we were elected to serve the interests not of the corporations, but the People of the Republic.

I appreciate Herr Liebknecht's amendments to both his Acts, and shall endeavour to keep my response comparitively snark-free.

The newer National Flag Act flag is clearly better than the older one, it has to be said. Nevertheless, I still cannot call it a good flag - The yellow and black in the centre are at odds with the blue, white and red, bringing the number of colours firmly above the recommended "two or three".

But it is the stated symbolism of the colours that I wish to bring before the House today.

I am informed that the blue represents Bavaria, the white represents God and the red represents "the freedom of the German volk". So not only is Bavaria set above God, it is also set above all other regions within the Republic. This implicit Bavarian-supremacism is perhaps not quite so explicit as in the older flag, where the other regional symbols are given only one tiny shield each, but to raise one region to flag-worthiness over all the others sounds suspect even for those of us in opposition to the federalisation of the Republic.

If this were intended as a primarily governmental statement, then it carries unfortunate implications towards centralized rule and authoritarianism. If it were a racial statement, on the other hand, then it carries a message of exclusion and forced assimilation. As it is, it implicitly carries both messages - and I do not like either of them.

Furthermore, it may befit Herr Liebknecht and his comrades to make Red represent "the freedom of the German volk", but for those of us who are neither Socialists nor Communists, that colour association has quite a party-political mindset to it. Presumably the freedom implied is the freedom from private ownership of the means of production and so forth?

In short, this new flag has a clear political message behind it - of more authoritarianism for Nürnberg, more racial emphasis for the Bavarians, and more support for Socialism and Communism. And I would encourage members of the Reichstag voting in favour of the flag to be aware of what exactly they are giving their support to.

I support the Appennine Integration Act.

And all those who have raised concerns about the structure of the Italian Parliament, I would encourage them to support the Act also. At the next election, if the Italian Parliament is voted in, then they will find it much harder to finesse the precise terms of the system. It would be far better to call the whole thing off for the time being, then put it to another ballot once everything has been properly thought through.

The other terms of the Act can be subject to further amending legislation, but the opening of the Italian Parliament places a harsh time restriction on further changes to the Italian Home Rule itself. Anyone with concerns about the other terms of the Act, therefore, I would encourage to still vote in favour of the Act, then address their concerns with further legislation once the clock is no longer ticking.
