((As a reminder -- Brunelli is responsible to the Conclave, and thus a vote of no confidence only applies to the Conclave members. I am assuming there will be no further legislation so other ministers may present plans as well... except Brunelli. ;)))
((I wasn't sure if that restriction was removed or not when we got rid of the Assembly/Conclave restrictions for ministerial positions. Obviously not. :p))

PTSnoop, if your post was about who can call for a vote of no-confidence, check out amendment #3, which reads:

1. The Conclave/Assembly requirement to be a minister is removed.
2. However, you remain responsible to the body in question. (Thus, a Foreign Minister could be from the Conclave, but the Assembly still gets to vote on everything foreign related, and reserves the right to vote no-confidence in him.)
3. The Interior Minister is automatically Deputy Chancellor and must not come from the same party as the Chancellor. The Deputy Chancellor is empowered to act as Chancellor in case of absence/illness of the Chancellor. The Chancellor may not take the position of Interior Minister as his personal ministry.
4. The party balance guidelines remain, but since the "Conclave/Assembly" designation is being removed, 25% in a house entitles a party to one ministry.
TJDS -- what was your party before you joined the Socialists? There are no Socialists in the government at the moment, so I need to give you a "ghost party" until the election. Idhrendur, I'm treating you as an Imperialist until the election.

Name: Stadtholder Heinrich Phillip Fürstenberg
Date of Birth: July 28th, 1826 (36)
Occupation: Military (Retired) - Major, previous aide-de-camp to General Julius von Habsburg
House: Conclave
Political Affiliation: SDAP (1862 - present)

Bio: Having had the unfortunate fortune of being the second son of Charles Egon II, Prince of Fürstenberg, Heinrich had to never want for anything but to be the first born. Not much his known about his early childhood, but his academic successes as a young adolescent, and his subsequent running away to Rome, are well documented. It began, naturally, with a hint of healthy competition.

Henrich and his older brother, Charles[1], were separated by a little over a year. Being relatively the same age, their father often pitted them against each other in a variety of competitions. At first, as they began to enter puberty, their father would challenge them to physical and romantic pursuits. Outside, who could climb the tree the fastest? At balls, who could dance with the prettiest girl? Heinrich would be the first to tell you that he often triumphed over his brother, maybe supporting his later claim that his brother was a bastard, but the truth is that the Fürstenberg brothers were often an even match. After a few years of this, Charles was injured in a horse race and for a time, it was believed he might be crippled. Although he came out of the injury fine after some rehab, the incident prompted their mother to demand an immediate end to the constant competitions, a demand their father would sullenly submit to.

What followed was a shift towards a complete focus on academics and noble responsibilities. Heinrich excelled, proving to be something of a prodigy, reading everything he could, even the records on his family history. Meanwhile his brother struggled, not able to grasp the sciences and politics of the German Republic as well as his younger brother. However, at the same time Charles was being built up to succeed his father as Prince of Fürstenberg; to guide, to protect, to prosper. On the other side of the coin, Heinrich was being built up to follow; to submit, to marry who he was told and live a quiet life.

That was not in Heinrich's nature, and at age 15, he stole and sold a small handful of family prized possessions to afford his trip to Rome, a trip his father and mother had made just before Charlies and he were born. What followed is another mostly undocumented period of Heinrich's life, out of reach from his fathers chroniclers. It is believed, and generally accepted by his family, that Heinrich pursued a career in the clergy. It has been confirmed his studied under and acted as the assistant to a cardinal for a time, and was even granted a audience with the Pope. Ultimately, it's impossible to know for sure what Heinrich's purpose in Rome was, especially considering the events that transpired following his departure from the city.

Some two years after running away, Heinrich wrote to his father, who was very ill at the time, asking for forgiveness and an allowance, provided his stayed in contact. His father accepted. Now with a steady flow of money, Heinrich moved from Rome to England, splitting his time between a small manor in the countryside that was owned by a family friend and a flat in London. He wrote many letters to his father during this time, going into detail about his writing for a journalthat was published in London and distributed to the city and its surrounding communities[2] and his apprenticeship under a carpenter. It would appear he had a keen interest in working with his hands.

Although he omitted this from his letters, he also took up dueling, eventually establishing a name for himself. What he also omitted from his letters is that he would often go by Heinrich Adelin while in London, a name that, today, has many deeds attributed to it, although it's difficult to be ascertain which are fact and which are fiction. Interestingly enough, what Heinrich didn't omit in his letters, but his fathers chroniclers did omit in their records, were his many sexual exploits during his time in England.

During the summer of his 18th birthday, Heinrich's father grew gravely ill, his condition having worsened over the year. Upon hearing the news, Heinrich immediately returned to his home, receiving a cold welcome from a family he hadn't seen in three years. His return even seemed to have a negative effect on his father, who fell into a coma shortly after speaking with his second son. Heinrich's following actions have been discussed by many historians; the why now? the why at all? and so on. After convincing his older brother to call a family gathering, Heinrich announced that he had proof his older brother was a bastard born out of adultery on his mothers part, therefore making him his fathers rightful heir. [3] His family wasn't having any of it. After all, he was the boy who caused his brother to almost become a cripple, he was the boy who stole, he was the boy who ran away; and when he was pressed for evidence, he couldn't provide any.

Very soon, the story was leaked to the local media, who had a field day with Heinrich, painting him as a power hungry fool attempting to usurp his brothers inheritance as his father lay on his death bed. Shamed, and now without the support of anyone in his family, Heinrich had very little options. He pursued the only option he saw available to him, he joined the German military. Although his father would eventually come out of his coma and write to Heinrich, the second son would never contact any of his family again.

His military career was almost definitely bolstered by the fact he began to use the title Crown Prince of Fürstenberg. He received seats at dinner tables where most people wouldn't, and gradually he became involved in the discussions about German politics, proving to be provide a reasonable, well-liked voice. [4] What followed was 10 years of receiving promotions and commissions he didn't earn. That was, until the Fraco-German War, where he served with distinction under General Alrecht Stolzer. Painted by the press as the right hand of General Stolzer, he received some national celebrity for a time, and was awarded a promotion and a larger commission following the war to help quench the rebellions that had sprouted up immediately following the war. Soon after that, he was offered the position of aide-de-camp to General Julius von Habsburg, which he quickly accepted.

Also during this time, his father finally succumbed to his illness, and both Charles and Heinrich claimed their fathers title. With his new celebrity[5] his claim was actually recognized by some in his family, although this would not effect his later mistreatment of all landholders under his families noble name. When Charles and his wife were murdered by highwaymen[6], and their sickly newborn inevitably died, it was without question that Heinrich succeed his brother as the rightful Prince of Fürstenberg, a title he claimed to be the rightful heir to a decade prior.

The following years were relatively quiet, working under General Habsburg, and occasionally tending to his duty as the Prince of Fürstenberg. Most of his governance in the latter position came in the form of a regent of sorts, a balding man with an Italian accent acting on Heinrich's orders to revoke the estates of his family members and any allowances that had been allotted. Although obviously unpopular with his family, Heinrich had the total support of the people, friends in the military, and deep, deep pockets, and that's all he required.

The years of quiet were succeeded with more war. The Great Liberation War, it was called, fought against Poland and its allies, France and Great Britian. Although Heinrich initially witnessed successes working with General Habsburg, nothing came close to the celebrity he found with General Stolzer. Finally, at the First Battle of Ameins, General Habsurg saw to the death of almost 30,000 German soldiers and nearly completely soured Heinrich's reputation. The following day he offered General Habsurg he resignation, which was quickly accepted, and requested and received a modest commission overseeing the training of and commanding a militia regiment.

Like many militia regiments, Heinrich and his men found their way under General Adolf von Dietrich, the man arguably responsible for closing the The Great Liberation War. It's been said that General Dietrich acted on Heinrich's advice, following the 'victory at all costs' tactic that won the Franco-German War. Unfortunately, this story cannot confirmed although it is known that General Dietrich consulted with Heinrich on at least three separate occasions, meetings that General Dietrich would later claim were "personal."

Following the war, with his reputation back, Heinrich retired from the military after spending almost half his life there. He quickly moved back home, and in a surprise turn of events, declared support for the SDAP. He began to publicly advocate for a new era of pacifism, declaring that Germany's imperialism cost too many German lives. When the elections of 1862 came around, Heinrich ran and was easily elected into the Conclave.

Footnotes:

1. His full name being Charles Egon, having been named after his father.

2. Unfortunately Heinrich wrote under a pen name he never shared in his letters to his father.

3. After outliving both of her children, their mother would later confirm she had committed adultery while in Rome, although she would not comment whether or not Charles Egon III, her first born, was actually a bastard.

4. Of course, as we know now, he was privately something of a radical.

5. This new found celebrity may have been short on a national scale, but in the communities effected by the Fürstenberg family Heinrich was regarded as a hero for the rest of his life.

6. Some historians suspect their murder was the product of a plot by Heinrich, although no substantial evidence can be found backing their claims.

Name: Walther Herwig
Born: February 25, 1831
Birthplace: Bad Arolsen, German Republic
Party affiliation: The UAI
House: Conclave of Stadtholders
Background: Even as a young boy Walther Herwig saw the German Republic as a great cause worth dedicating his life to serving. While studying law at the University of Göttingen, he worked tirelessly as an legal administrator to ensure that the stability and justice the Republic stood for was properly transmitted to all its citizens. Political squabbling in the German government opened Walther's eyes to the idea that problems in the Republic could be coming from the government itself and eventually he was convinced that he might serve better as a Statholder than a minor functionary. Influenced by philosophers like Thomas Hobbes and the example of countless legal minds, Stadtholder Herwig aligned himself with the UAI with a utopian vision of all the many ethnic groups in the Republic maintaining the government that betters their lives together, with a less than subtle dislike for revolutionaries and rabblerousers because they oppose his idea of the social contract.

The concept of Germany expanding its economic control of the seas has also become a recurring theme in his writings.

Citizens of the Republic,

I am resigning from my post as Minister of Education. I would like to thank Herr Bismarck for appointing me to the post despite our political differences and the people of Ravenna for choosing me to represent you. It has been quite a ride and I have enjoyed swerving you all to the best of my abilities. In the time I have been on the job, Germany's industry has grown exponentially thanks to investments in scientific education that has kept Belgium at the forefront of technology. We have also seen the beginnings of a philosophical golden age as our dear Republic has taken up the mantle of civilization ancient republican Greece.

Alas, all good things must come to an end. It is clear that the dangerous disease I have identified as imperialism has crept into every corner of German life since the start of the last disastrous war, which makes my position as minister of Education untenable. At the very least the people of Tver are free, but that is no comfort to the hundreds if thousands of boys who died. The only cure to the madness of war and conquest that has swept our nation is a sound philosophical education supplemented with theology, science, and the arts. I hope my successor enacts the Empiricism plan I had drafted so that Germany's citizens can be saved.

I will also resign my position as DDA leader once the next election cycle begins. I believe the party needs a fresh, new face to help move into this perilous and uncertain future. I will remain in the Conclave, however, to guide the party and propagate the anarcho-liberal-pacifist ideology.

Farewell, my friends. Remember your God-given rights and do not let any institution seize them form you.

-Carlo Brunelli in an emotional speech to his supporters in Ravenna

Herr Brunelli, I thank you for your services to the German nation during my administration, and I am sorry to see that you had to leave under less than acceptable circumstances -- That being said, the election is close, is it really worth it to appoint a replacement? I do not believe so, so I will leave the position empty. Any needed actions by the Minister of Education shall be delivered to my office in the interim period; Unless my cabinet or Coalition can propose a replacement that would do the job.

- Bismarck

Any party may call for a vote of no-confidence in any given minister (including the Chancellor – this will automatically trigger early elections) once per cycle. If the vote succeeds (simple majority of that house), the party which called for the vote may appoint the replacement (with the agreement of the Chancellor).
((Doesn't that mean the Imperialists get to select the new Minister of Education?))

I agree with Herr von Schwaben: Hugo is an excellent candidate for this position and will ensure our armed forces get the weapons to win the next war with ease.

EDIT:

I was the deputy for Minister Brunelli and, while I do not wish to speak ill of my former employer, I have two sons in the army and I found many of his strategies deplorable. Here is a complete report on all of the technical advances Germany has researched as of 1 January 1862.
