Bio: Born in Freiburg, Baden-Württemberg, on February 21, 1827, Lukas studied law at the old and prestigous University of Freiburg located in his hometown, graduating at the top of his class. After graduating from university and working as a lawyer in Stuttgart for several years, he participated in and won an election in his home district. The majority of his voters were members of the lower income population, whom he won over with his promises to be a voice for improved equality (both economically and politically) in the Assembly.

He is a close ally of Heinrich von Gogh - the two agree on many different issues and policies, with Lukas looking up to von Gogh as a highly educated and enlightened man - as well as the main driving force for socialism in the Republic. In 1960 von Gogh, Lukas, and several other like-minded politicians spearheaded the creation of the Sozialdemokratische Arbeiterpartei (SDAP), Germany's first socialist party. Renouncing his membership of the HUN, Lukas became the most senior member of the SDAP below von Gogh himself.

A founding party caucus is an open convention of all interested persons (via a Skype chat room/PDS forum group/what have you). There is no minimum number, but there can only be one initial party to come from the founding party caucus. All individuals who wish to join can, you agree on a party platform, party leader and name jointly. It's specifically designed to be more inclusive than a splinter of an existing party. We'll do this for the Communist and Fascist ideologies too, when they fire. The caucus will be held as soon as the ideology fires.

((DDA, the Allianz, has been consistently anti-war; opposed to military spending and aggression, and to answering allies' calls to war. They are also in favour of free trade, but since the outcome of elections has dictated Planned Economy, there's been little chance to advocate for that in a way that's relevant to gameplay decisions. Unlike Vicky II anarcho-liberals, they have tended to be in favour of political reforms, but don't so reliably all dance to the same tune.))

(( for the record, given my glimpses of how the Vic2 engine works, adding new parties is quite dangerous. I'm really surprised that adding the HUN worked. Unless that was just modifying an existing party. I understand that's what will be done for the socialist, communist, and fascist parties, but I want to make it known that going beyond that might prove to be impossible. ))

The crisis team has constructed a plan for the current crisis:

- All armies that are stationed in the German heartland east of the Elbe will be moved to the Polish border
- All fleets will move to the North Sea as a show of force
- If the resolution of the crisis is in serious doubt ((temperature of 50)) military maintenance will be raised to 100%
- If war seems inevitable ((temperature of 75)) and the British and French have joined in on the Polish side, then mobilisation will begin
- The mobilised forces will be deployed as follows: out of all our mobilized forces, one fifth shall be sent to Berlin, one fifth to Metz, one fifth to Breslau, one fifth to Niederbayern, and one fifth to Wien.
- If a war does start, Minister of War Gutfreund will appoint the appropriate Chiefs of Staff and they will take over military planning

Emergency Briefing to Reichstag​

12 October 1860, Nürnberg

Good afternoon, gentlemen. I do not know how much longer we will be able to say that.

As of 1:00 AM, we are in a state of war with Poland, France, and the British Empire. Needless to say, everything in this briefing is top secret, and should not be shared with any foreign nationals or German citizens who have not been previously cleared for such information.

The British waited until the last possible moment to declare their loyalties, and thus the order to mobilize was only given 96 hours ago. New recruits are to report to one of five recruitment centers: Berlin, Wien, Metz, Breslau, or Nürnberg. Please make certain you report to the closest possible center, for immediate formation into armies.

Fortunately, the prescience of the Tveran Crisis Committee has given us ample time to have forces in position. I begin with a review of our Eastern theater.

We know the location of only one Polish army at present, located in the Polish capital, Warsaw. The Polish fleet is currently based at Elbing; our most modern ships are at Kolberg, with the sailing fleet based in Schwerin (not visible on this map). Our greatest challenge will be to reach the territories claimed by Tver; they are well into the Polish interior, and may take many months to reach them.

Our Western Front is in equally good shape, in my opinion.

We should be able to strike fast and hard at Paris, and the sheer weight of men we have armed and ready could cause France to surrender in record time. It might even be prudent to, after our forces are in the French interior, to quietly ship off an army or two to the East.

Even in Africa, we have some opportunity to, as they say, make hay while the sun shines.

Our one area of weakness is Plymouth. The Minister of the Interior has very quietly issued evacuation orders for all German citizens in the area, and did so in mid August. If the British Army does recapture Plymouth, which seems unavoidable, they will get no farther.

Our foes, combined, are formidable.

The British are the one wild card. They have a fleet nearly as large as ours, and an army about 65% our size. They are more powerful than France and Poland combined. Our key advantage against them is that we can concentrate our forces; they cannot. They have too many obligations, stretched across the world.

I have enclosed one final file; a brief review of our present commanders in the field and all possible graduates. Our new Steam Fleet, in particular, requires an effective Admiral to ensure maximum efficiency in combat. Speaking of efficiency in combat, we are somewhat overstretched with regard to naval supplies; scrapping a few more transports early, or even a couple of Men 'o War, could be a prudent move.

Time to pick a Chief of Staff for the Army and Navy. The Minister of War also has the privilege of retaining one or both offices himself; please make sure you attain assent before assigning somebody to one or the other post.

I'm going to write an update for the pre-war stuff in the next day or so. For those of you eager for socialists to show up, remember we have an MTTH of 250 months (that is, it could be 20 years) before the event fires. However, it could happen much more quickly if there's a lot of unemployment or people are starving. Here's the code.

Subject: Appointment of Chiefs of General Staffs of the Army and Navy​

Effective immediately, Hugo Unger is appointed Chief of the General Staff of the Army. This appointment is in effect immediately, and will terminate upon the end of hostilities with Great Britain, France and Poland.

Regrettably, Friedrich von Hohenstaufen informs me that his duties as Foreign Minister do not permit him to also serve as Chief of the General Staff of the Navy. I ask for a volunteer for this important position; in the absence of such, I will undertake to fulfill that duty.
