The AI started having this money around 1670 (it's 1771 now). It's insane. What's more is that I've completely ignored loans because nations are stockpiling cash as if they're trying to pay off the US national debt. I could do 20 wars with the Ottomans at their current stockpile and take 10K in each war and I'd still not be able to make them take a loan.

I mean they certainly have improved how they build buildings. So props to the team for working on that, but something has to be done with this money. The AI shouldn't be saving up 100K+ of money. It'll only use this money when it wants to make more money, but at this stage it can't build any more buildings. So what does it do? Spam mercs forever until you siege everything down. I don't know if this is actually intended but it sure is annoying to see an endless supply of mercs being born from money.

I mean there's other ways that the money can be spent on, subsidiaries, influence options, sending gifts to vassals, allies, threatened nations of rivals, take on foreign debt, condottieri.

Problem is by this time in the game the ratio of money input to output is more in favor of input thanks to increases in production efficiency and goods produced meaning more trade and no more buildings to build. But the coding is based off the starting Ai. Meaning the AI won't go over force limit navy composition and putting down multiple colonies.
Basically coding needs put in to make the AI go over these limits if the criteria of balance to gross income increase is a certain percentage over or something like that.

Except how do you siege everything down with mercs running around everywhere? Sort of a catch 22

Since you also have money, put units on their provinces and leave them there after you win battles. Late game is all about bringing down forts for war score anyway, unless you're doing revolutionary wars and bashing armies to push WS up sooner.

After improving AI on buildings I believe it's good time to increase state maintenance by factor of let say 4. And then add special bonus that this state maintenance drops by half on stated territory. This way large country will be burning a lot more money simply for having non stated territories. Maybe it will improve viability of buildings like courthouses and expansion finisher in the process as well. :)

It does. Actually 2% for each mil tech you take. Its a defines value and not shown in the game.
One learns something new every day. I think 2% is too little, given how I never even noticed.
