Every time I send my forces into Battle with Full Morale they Imeditally retreat. I do not get it I mean they are at full morale and over whelm the enemy. Whats wrong?

Just because the morale bar is all green doesn't guarentee that their morale is very good. If you are skimping on their maintenance, their maximum morale will be much lower than their max morale with full funding.

what land tech?
any national ideas?

it could be low tech in combination with low prestige and bad slider settings
