It says that underfunding either supplies or consumer goods will cause dissent to rise. Don't they mean underfunding consumer goods will cause dissent to rise, and underfunding supplies will cause unit org levels to decline?

If you have zero supplies and produce zero supplies you get dissent. You need to have both conditions in effect but I think that it's actually producing and having zero supplies that triggers dissent. As long as you produce some supplies (just a tick) you do not seem to get the penalty.

That started in 1.05 per the readme.txt:

- There is now a dissent penalty for producing too little supplies when a nation is out of stockpiles.

But in reality even a little supply production seems to keep dissent from increasing.

Underproducing supplies - even producing none at all - will not have any effect on your dissent or unit performance, as long as you have supplies stockpiled for use. Think of your supplies like a checking account. Your units make regular withdrawls, and get angry when they can't. As long as there's something to withdrawl from, everything is okay. And your production of supplies is your deposits...
