Something has to be done to limit unrecognized countries tech research

No arbitrary penalties to countries. Tech should just be strongly limited by literacy, and most countries literacy needs to be reduced across the board to sub 5% then the game will work as intended. Japan also should start with higher literacy than it does now.

That is not what I am saying. you stated that there is no reduction on throughput, I just pointed out that there would be if the PM change causes the 'building' to no longer be at full employment.

Edit: The only place in game where I can see going from a hand saw to an electric saw is "Simple Forestry" to "Electric Saw Mills" (skipping saw mill). I would say it is the Machinists and Engineers that are 'handling' the 'electric saw' and the laborers are moving things around. And those Machinists/Engineers do need to be hired which will reduce the outputs.

The reason countries like China and Japan should be limited in research is not because they're unrecognized, but because of their backwards government. They should have to go through reforms that could piss off a lot of IGs in order to modernize. There should be mechanics to represent such situations.
AKA Westernization in Vicky 2 (at least as of that game's final expansions). Just have to change the name to something less eurocentric. For all people complain about it allegedly being archaic, I've not seen anyone propose an actual better system for Vicky3.

Well, maybe before reaching a certain tech, countries can not carry out independent research or build university.

So how quickly tech can be obtained will be largely dependent on spread. So countries need to maximise spread (mimicking how countries get westernised)to get the “tech that enable research” otherwise they will staying where they were throughout the game.

One thing I didn’t know is that being unrecognised will suffer debuff of spread which I don’t feel something authentic.

Have you played the game? Westernization is no longer about random reforms that no one else has, it's about manipulating the laws that all nations have to empower the IG you want. The game shouldn't play completely different just because Europe doesn't recognize my country as important.

Russia- No reforms needed!
Non westernized country- Welp only way to westernize is to paint the map, or stare at it for 40 years....actually both take 40 years.
