To me it feels like the issue is there isnt enough techs not every tech should be anew PM perhaps jsut some outright economic bonus tecsh to fill it out to the 30s ia needed.

To me it feels like the issue is there isnt enough techs not every tech should be anew PM perhaps jsut some outright economic bonus tecsh to fill it out to the 30s ia needed.
That doesn't sound very interesting, and it risks running into other problems with balance. PMs are really OP in general, and if you split them up to give one PM for each tech you'd get a lot of extra techs.

That doesn't sound very interesting, and it risks running into other problems with balance. PMs are really OP in general, and if you split them up to give one PM for each tech you'd get a lot of extra techs.
Sure but look at some PMs you change plantations once they egt 1 bonus throughout the game railroads dont change at all for many techs.

And there is a difference between someone first starting to use a PM and people who have refined the technology that arent changes in PMS not every tech has to be interesting.
(im not saying to give 1 pm per tech im saying to make some modifier techs to fill out the list bonuses to economy and military that represent changes thart arent as drastic as switching pms.)

The society tech already has a bunch of these and that tech tree appears to be the biggest I believe.

The society tech already has a bunch of these and that tech tree appears to be the biggest I believe.
It's also the least interesting. There are some highlights, mostly those that unlock laws, but they're never as important as the others - bar steel construction, that one is amazing.

I don't think switching PMs needs to necessarily be drastic. It's more that I want new technologies to cost stuff, not just be free bonuses like the endless +outputs and +throughputs of Vic2.

The reason countries like China and Japan should be limited in research is not because they're unrecognized, but because of their backwards government. They should have to go through reforms that could piss off a lot of IGs in order to modernize. There should be mechanics to represent such situations.

You mean, like having to change half a dozen laws one-by-one, each time you do making yourself really unpopular with the powerful landowners, and maybe having to back down on some of them in the face of revolution? That kind of mechanic? ;)

Yeah, its weird, that you change the production method - and the results occur at no additional cost overnight. There should be a reduction in throughput, while the new production method is being installed, much like the shortage of goods reduces throughput.

1) Pop promotion/learning of professions seems too easy. New factories fill out too quickly.
2) Tech spread is too quick for low literacy nations.
3) Literacy gain may be too quick, or there should be a second parameter "higher education" that combines academic degrees, trade degrees and longer school education and requires institutions and existing industries to be built up.

This is all true. If you mod in reduced literacy levels and do some tweaking of qualifications, then it's very possible for qualifications to become a limiting factor on what you can build and what PMs you can use. As literacy ends up lower in most places, tech spread is also slower.

Yeah, its weird, that you change the production method - and the results occur at no additional cost overnight. There should be a reduction in throughput, while the new production method is being installed, much like the shortage of goods reduces throughput.
If I understand it correctly, this was done because the AI didn't cope well with that system. It does already exist, for military PMs, but yeah, it should be for everyone.

There are no laws that stops China and Japan from researching advanced technology. That said, current laws are lackluster. Current EU4 siege style law changing is lackluster. There needs to be an internal politics overhaul in order for the whole thing to work really.

This is all true. If you mod in reduced literacy levels and do some tweaking of qualifications, then it's very possible for qualifications to become a limiting factor on what you can build and what PMs you can use. As literacy ends up lower in most places, tech spread is also slower.
Perhaps rather than a throughput modifier you could do a smooth transition, say ticking by 1% each day. So on day 1 you get 1% of the new PM and 99% of the old one, day 17 would be 17%/83%, etc. This would also give trade routes time to adapt to the change instead of instantly needing 3500 more steel.

Being unrecognized _does_ reduce the speed of the tech spread. So does being isolationist and your Free speech law (less free, less spread). Literacy is also a major factor.

Provided there isn't a change in workers that need to be hired for the new PM.

I would say the current version of the game shows the need for all those bonuses in vicky 3 as almost every game turns into the player doing a world conquest in search of every resource by the end of it specifically coal iron oil wood etc.

I would say the current version of the game shows the need for all those bonuses in vicky 3 as almost every game turns into the player doing a world conquest in search of every resource by the end of it specifically coal iron oil wood etc.
I think they should introduce very high tech production methods for many goods that provide increased throughout but without increased efficiency (I.e. workers and inputs increase proportionally). This plus foreign investment would solve the resource problems without destroying the value of resource deposits.

There are no laws that stops China and Japan from researching advanced technology. That said, current laws are lackluster. Current EU4 siege style law changing is lackluster. There needs to be an internal politics overhaul in order for the whole thing to work really.

It doesn't stop them, but they are slower... Japan gets a -40% tech spread penalty, for instance!

You are used to working a hand saw. Will you be as efficient as possible, first time using an electric saw that you never seen before?
That is not what I am saying. you stated that there is no reduction on throughput, I just pointed out that there would be if the PM change causes the 'building' to no longer be at full employment.

Edit: The only place in game where I can see going from a hand saw to an electric saw is "Simple Forestry" to "Electric Saw Mills" (skipping saw mill). I would say it is the Machinists and Engineers that are 'handling' the 'electric saw' and the laborers are moving things around. And those Machinists/Engineers do need to be hired which will reduce the outputs.
